FINANCIAL STATEMENT:
Budget for construction including
Landscape Replacement: $ 300,000
Low bid: $ 258,300
It is expected that the landscape replacement will be in the
neighborhood of $ 45,000.
DESCRIPTION: On July 9, 1996, the City Council authorized Staffto solicit bids for
Contract 96-04, Dougherty Hills Slope Repair Project. _
The Slope Repair Project will reconstruct landslide areas suffered by the Dougherty Hills Open Space.
Damage to the open space was apparently caused by a combination of heavy rains and weak soil
conditions. Locations of the project are: The northeast and southeast comers of Topaz Circle; the
northeast and southeast comers of Jade Circle; and the southwest end of Crossridge Drive. The bid
documents for this project will have Gordon N. Ball Inc. (contractor) remove unstable slope areas, install
subdrains, replace Vee Ditches, remodel a drainage inlet and replace excavated soil with more structurally
sound material.
The work includes removal of private landscaping along the privately owned slopes behind homes along
Crossridge Road.
Slaff has had an appraisal made of the private landscaping to be removed and will be in negotiation with
the affected property owners for compensation. Some rights of entry for work on private property have
been obtained and others are waiting for the resolution of the landscaping appraisals and negotiations. It

is hoped that these negotiations can be resolved within the next two weeks so as not to postpone the
project.
A total of 6 bids were received for this project. The low bidder was Gordon N. Ball Inc. with a bid of
$258,300.
Staff has reviewed the bid results, checked with references, and recommends that the City Council adopt
the resolution awarding the bid to Gordon N. Ball Inc. subject to staff obtaining the remainder of the
rights of entry.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING CONTRACT 96-04 DOUGERTY HILLS SLOPE REPAIR
TO GORDON N. BALL INC.
WHEREAS, the City of Dublin did, on August 6, 1996, publicly open, examine, and
declare all sealed bids for doing the work described in the approved Plans, Specifications, and
Modifications for Contract 96-04 DOUGHERTY HILLS SLOPE REPAIR authorized by the City Council
on JULY 9, 1996, which Plans, Specifications, and Modifications are hereby expressly referred to for a
description of said work and for all particulars relative to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the City Engineer, who has recommended that
the bid hereinafter mentioned is the lowest and best bid for doing said work.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
. ~ hereby award City of Dublin Contract 96-04 to the lowest responsible bidder therefor, to wit Gordon N.
:' Ball Inc. with a bid of Two Hundred and Fifty-Eight Thousand Three Hundred Dollars and No
Cents ($258,300.00), the particulars of which bid are on file in the Office of the City Engineer,
PASSED, APPROVED AND ADOPTED this 13th day of August, 1996.
