Contract 85-5A Bid $54,900 Contract 85-5B Bid 42,574 Inhouse Costs 22,076 Total Project Cost 119,550 Amount Budgeted 90,500 Budget Transfer Required 29,050 DESCRIPTION: At its meeting of August 26, 1985, the City Council authorized Staff to solicit separate bids for the site work and office/storage building for the City Storage Yard Project at the easterly end of Scarlett Court. Contract 85-5A provides for the City Storage Yard site work. The City received a total of three (3) bids for this project, (see attached Bid Summary). Although the lowest bid of $40,185.88 was submitted by KW Contractor; this bid was rejected on the advice of the City Attorney, because of the absence of a bid bond and other bid deficiencies. The next lowest bidder was MCE Corporation with a bid of $54,900. Contract 85-5B provided for erecting a prefabricated steel building and constructing an office and bathroom within the building. The building would be used to provide storage space for both the Public Works and Police Departments, as well as, an office for the Public Works Maintenance Supervisor. The City received a total of three (3) bids (see attached proposals) for this portion of the project. The lowest bid of $42,574 was submitted by Page Construction. This bid was a great deal higher than anticipated when formulating the 1985-86 Budget. The firm that provided the City with cost estimates during the budget formulation did not bid. The City allocated $90,500 in the 1985-86 Budget for the City Storage Yard Project. The City Engineer's revised estimate for the total cost of the project, including the low bids above is broken down below. It is Staff's recommendation that the City Council take the following action: Award the Bid for Contract 85-5A to MCE Corporation and authorize the Mayor to execute the agreement. Award the Bid for Contract 85-5B to Page Construction and authorize the Mayor to execute the agreement. Authorize a budget transfer in the amount of $29,050 from the Contingent Reserve. The percentage of MBE 'participation on this project would be approximately 15%. Exceptions : Kembcon excludes items 1 thru 5 on page 3 under special conditions those items pertaining to fees,, permits,landscaping, alarms, and street inprovments .
