The. estimated cost is $3,400 - $4,400. Sufficient funds are available within the FY 92-93 Budget. DESCRIPTION : At the February 8, 1993 meeting of the Dublin City Council, the Council approved an Agreement with BSK & Associates to perform a preliminary environmental site assessment at the Heritage Center. Under the terms of the agreement, BSK was to perform a non-intrusive investigation including a background investigation, site review, review of adjoining properties uses, interviews with people familiar with. the sites history, regulatory review and a review of the owner's records.. The agreement .did not provide for testing of soil and/or groundwater samples. . . EXHIBITS ATTACHED . . REalHMEIlDATI~ : FINANCIAL STATEMENT : aSK has concluded their preliminary site assessment and has identified three potential areas where further testing may be warranted. They are as follows: 1. ~. 3. Characterization of site soil with respect to the possible presence of DOT pesticide. Sample and teston-site well water for potential use by the city for drinking and/or irrigation. Removal and proper disposal of unknown chemicals in the wellhouse. Of these tasks, Staff recommends that the City proceed with Task 2, II sample and test on-site well water". The estimated fee forthis additional test is $3,400 and will provide for the following: "includes initial purge by pumping, temporary storage of purged water in a rental Baker Tank, sampling for: Coliform Bacteria, General Mineral, Inorganics and General Physical Condition, Total Petroleum Hydrocarbon as Gasoline and Diesel, Total and Hydrocarbon Oil and Grease, and Volatile Halocarbons". If the well water is found to be contaminated, an additional cost of $500 to $1,000 would be incurred for proper disposal of the water. As the cost for these additional services exceeds 25% of the original contract amount, City Council appro"alis required. The City of Dublin has requested that BSK provide the following fee estimates for the three tasks described below: TASK 1: Characterization of Site Soil with Respect to the Possible Presence of DDT Pesticide - Test plan development, soil sampling (3 samples), analytical testing (EPA Method 8080) and result evaluation $1,100 TASK 2: Sample and Test On-site Well Water for Potential Use by the City for Drinking and/or Irrigation. Includes initial purge by pumping, temporary storage of purged water in a rental Baker Tank, sampling for: Coliform Bacteria, General Mineral, Inorganics and General Physical Condition, Total Petroleum Hydrocarbon as Gasoline and Diesel, Total and Hydrocarbon oil and Grease, and Volatile Halocarbons (1 sample each), and result evaluation and reporting .......... $3,400* *Includes approximately $900 for pump and tank rental fees. TASK 2a: The cost for disposal of contaminated water, if found, is dependent upon the type and concentration of contaminant (s) . An expectable cost may be $500 to $1,000. TASK 3: Removal and Proper Disposal of Unknown Chemicals in the Wellhouse. This task would be subcontracted by the City to a company specializing in chemical waste disposal. BSK received the following cursory estimates from the companies listed: Erickson, Incorporated . . . . . California Advanced Environmental Technology Corporation . . . The cost of supplemental sampling and remediation of DDT in site soil, if found, cannot be determined at this time.
