Authorizing Submittal of Funding Applications to Bay Area Air
Quality Management District (BAAQMD) for Funds Pursuant to
Health and Safety Code Sections 44225 and 44241 for the Iron
Horse Bicycle Path and Authorizing Implementation of the Project if
the Application is Approved by the BAAQMD Board of Directors

RECOMMENDATION:
FINANCIAL STATEMENT:
The City is requesting $960,000 in TFCA funding that will cover :he
estimated cost for this project.
DESCRIPTION: City Staff proposes to submit a project to the Bay Area Air Quality
Management District (BAAQMD) for consideration for "Transportation Fund for Clean Air" (TFCA)
funding. Cities within the BAAQMD can apply for TFCA funding which is available for certain clean
air projects on an annual basis. The maximum funding that anyone project can receive is $1,000,000. If
approved, project funding for the current application would be available in the 1997-98 fiscal year.
This project proposes to construct the Iron Horse Bicycle and Pedestrian Path. This bicycle path begins at
1-580 at the Dublin-Pleasanton BART Station and continues north along the Alameda County right-of-
way to the west side of Dougherty Road. The approximate cost of this project is $960,000 and includes
two traffic signals and one creek crossing.

Staff recommends that the City Council adopt the Resolution directing Staff to apply to the Bay Area Air
Quality Management District for consideration for "Transportation Fund for Clean Air" funding.

OF THE CITY OF DUBLIN

AUTHORIZING SUBMITTAL OF FUNDING APPLICATION TO THE BAY AREA AIR
QUALITY MA~AGEMENT DISTRICT (BAAQMD) FOR FUNDS PURSUANT TO HEALTH
AND SAFETY CODE SECTIONS 44225 AND 44241 FOR THE IRON HORSE BICYCLE PATH
PROJECT AND AUTHORIZING IMPLEMENTATION OF THE PROJECT IF THE
APPLICA TION IS APPROVED BY THE BAAQMD BOARD OF DIRECTORS
WHEREAS, the City of Dublin is a supporter of clean air and wishes to take action to enhance air
quality within the San Francisco Bay Area; and
\VHEREAS, the City of Dublin intends to submit a funding application to the Bay Area Air
Quality Management District for funds pursuant to Health and Safety Code Sections 44225 and 44241
for the Iron Horse Bicycle Path project,
NOW, THEREFORE, BE IT RESOLVED:
1. That the Public Works Director of the City of Dublin is authorized to submit such applications for
the City of Dublin City Cow1cil;
2. That the City Manager of the City of Dublin is authorized to execute a funding agreement with the
Bay Area Air Quality Management District for the purpose of implementing the Iron Horse Bicycle Path
project if said application is approved for funding by the Bay Area Air Quality Management District
Board of Directors.

exempt status:
Categorical Exemption, Class 1 (c), Section 15101
Reasons why project is exempt: Minor public alterations of existing public facilities involving
negligible or no expansion of use beyond that previously existing - construction of bicycle path
along existing public rights-of-way.
