FINANCIAL STATEMENT: Underground electric cost of $262,433.00 DESCRIPTION: At their meeting of December 10, 1984, the City Council authorized an appropriation of $405,000 for the City's Share of undergrounding of utilities along Dublin Blvd. between 1-680 and San Ramon Road. At that time, the utility companies had estimated that the City's portion of the project cost would be in the range of $195,000 to $405,000. P. G. & E.'s letter of February 12, 1986, requests that the City execute an agreement for doing the underground work and return the agreement to them with a check for $262,433.00 for the electric portion of the work. The total electrical cost will be $657,433.00, based on P. G. & E.'s advancing $395,000 in Rule 20A funds and the City's paying $262,433.00. Pacific Telephone costs were originally estimated at $15,000 for the City's portion of the work. We will not have a figure on this until the telephone company completes their work and the City is billed for 41% of the total, actual costs. Additional charges are being made to this account based on City Staff time for coordination and inspection (permit fees have been waived as all additional costs are being billed back to the City). The City has also incurred costs in moving two traffic signal services from P. G. & E. poles onto the City's traffic signal controllers. DESCRIPTION: At its meeting of November 26, 1984, the City Council agreed in concept to contributing City funds to the Dublin Boulevard Underground Utility District, No. 1 and authorized staff to contact PG&E regarding the City's position. The staff has been in contact with PG&E officials who confirmed that PG&E has approved this project. PG&E would advance the City $395,000 in Rule 20A funds for this underground utility project on Dublin Boulevard from San Ramon Road to 1-680. These Rule 20A funds would represent an advance of funds using the City's allocation through 1994. PG&E's estimated cost of this project is $695,000 +.15% ($590,000 - $800,000). The cost to the City has been ~stimated at $300,000 but could vary with the cost of the project ($195,000 - $405,000). The City's share of this project would be financed from the General Fund Street Improvement Reserve. This project would not conflict with the City's street rehabilitation project which is presently underway. The undergrounding of utilities would be accomplished on the back half of the sidewalk on the north side of Dublin Boulevard. This project would require the acquisition of some minor right-of-way to a~commodate two switch boxes behind the sidewalk. Those property owners within the Project boundaries which do not yet have underground service lines, would have to pay the cost necessary to underground those lines. Those ITEM NO. COPIES TO: properites that would have to assume this cost are Assessor's Parcels 941-1550-1-7, 941-1550-!-2, 941-1500-28, and 941-305-6-3. The property owners have been notified of the public hearing. PG&E representatives have indicated that the construction of this project could begin as early as June 1985. RECOMMENDATION It is the staff's recommendation that: 1) the City Council adopt the attached Resolution to Establish the Dublin Boulevard Underground Utility District, No. 1, and ordering the removal of aboveground utilities in the area designated as the Dublin Boulevard Underground Utility District No. 1; 2) the City Council authorize an additional appropriation from the General Fund Street Improvement Reserve in the amount of $405,000.00.
