An additional appropriation from reserves in the amount of $2,100 would be required to cover the additional Public Works costs, EXHIBITS ATTACHED RECOKl!fEIIDATION~ 'J /' DESCRIPTION : The Tri-Valley Praise March for Jesus organization has submitted an application for a Parade Permit, The organization wants to hold their parade on Saturday, May 27, 1995 lito see the Churches united in the public worship of the Lord Jesus Christ and Christians working together to impact their city with praise, prayer, and prOClamation." The parade was held in Pleasanton in 1993 and in Livermore in 1994 and no problems were noted, The Tri-Valley Praise March for Jesus representative, Mr, Daniel Pierce, has proposed numerous parade routes over the past several months. Mr, pierce and Staff have agreed and jointly recommend the following parade route: * Stage at the Alameda County Vehicle Auction, located at 6438 Sierra ct, at 9:00 A,M, * start southbound on Sierra ct, at 10:00 A,M, and proceed west on Dublin Blvd, * Conclude at the south parking lot of Mervyns at 10:45 A.M, There will be approximately 800-900 people participating in the parade, including both adults and children, There will be no more than 10 vehicles involved in the parade, including 5 with sound amplification equipment that would be utilized to broadcast a radio simulcast of the event. The parade would be held in the westbound lanes of Dublin Blvd" requiring the closure of those lanes from Sierra ct, to Regional Street, ITEM NO:~ COPIES TO: CITY CLERK FILE~ e e Conditions of Permit The March for Jesus organization has provided Staff with documentation that it has adequate insurance coverage for staging the event on Sierra ct. and for the parade termination point at the south parking lot of Mervyn's. The March for Jesus organization will assure that the following notifications are made: * written notice to all affected businesses two weeks before event. * Media (newspaper/radio) notice to the public one week before the event. * Media (newspaper/radio) notice to the public the day before the event. Cost Estimate Public Works staff and equipment (barriers, cones) Police Services staff TOTAL ESTIMATE $2,100 500 $2,600 The costs related to the Police function will be charged to the existing Police Services overtime account. No budget adjustment will be necessary. The costs related to the Public Works function will be charged to the Community Events account, which has previously been used to fund the City's Saint Patrick's Day celebration and the Dublin United Soccer Parade. An additional $2,100 appropriation from reserves will cover these costs. Staff recommends that the City Council take the following action: 1. Approve the parade route 2. Waive the permit fee 3. Authorize issuance of the parade permit 4. Maximum interval of space to be maintained between the units: 20-30 feet 4. The portions of streets, roads, highways, alleys, or thoroughfares to be traversed that may be occupied by the parade: Southbound on Sierra ct. from 6438 Sierra ct. - Westbound on Dublin Blvd. to the south parking lot of Mervyns. 5. Maximum length of parade in miles of fractions thereof: 1.1 miles 6. other information or condi tions as the Police shall find necessary to the enforcement of the terms and conditions of the permit: No more than 10 vehicles permitted to be used in the parade, 5 of which will have sound amplification systems to broadcast a radio simulcast of the parade. DUTIES OF PERMITTEE: A permittee hereunder shall comply with all permit directions and conditions and with all applicable laws and ordinances. The parade chairperson or other person heading or leading such activity shall carry the parade permit upon his/her person during the conduct of the parade. REVOCATION OF PERMIT: The Police shall have the authority to revoke the permit issued hereunder when any of the operations or conduct of such parade violate any of the conditions listed in the contents of such permit. "The Dublin Police or its agents, by their issuance of this permit disclaim any responsibility or legal liability in the event of injury or property damage which may arise out of the activities authorized by the issuance of this permit."
