RECOMMENDATION:
V Adopt Resolution directing Staff to apply for funding.
FINANCIAL STATEMENT:
The City would be applying for $75,000 TDA funding for
this project, which would cover the total estimated
cost of the project.
DESCRIPTION: In May 1992, the City Council received a letter from
a Dublin resident, Mr. Frank Doolittle, requesting the Council's support for the
installation of a bike path along Alamo Creek. At their regular meeting of August
24, 1992, the City Council voted unanimously to support the project. In September
1992, the City Council adopted bicycle routes as part of the Technical Revisions to
the General Plan. This bike path is part of that adopted General Plan revision.
City Staff is proposing that Dublin submit the following project to MTC to be
considered for Transportation Development Act (TDA) funding. The maximum funding
that anyone project can receive is $75,000. If approved, this funding would be
available in the 1993-94 fiscal year.
Project: Construction of a bike path along Alamo Creek between Dublin
Boulevard and Amador Valley Boulevard. This path will be a link in the Tri-
Valley north-south bicycle route, which will ultimately provide a Class I
(separate from automotive traffic) bike path from Pleasanton through Danville.
Some sections of the Tri-Valley bike path are already built, notably the Iron
Horse Trail in Danville. San Ramon and Pleasanton are working on the section
of the path in their cities, and Zone 7 has commitments from BART and CalTrans
to aid in construction of the section under Highway 1-680(see maps).
The Alamo Creek Bike Path will be constructed on the east side of the canal and will
be 10 feet wide to accommodate maintenance vehicles. Because of its dual usage as a
bike path/maintenance road, Zone 7 has budgeted approximately $20,000 to be used for
either construction or maintenance. Zone 7 will maintain this bike path as their
maintenance road. As with other joint use agreements with Zone 7, the City of
Dublin would be required to be responsible for public liability for the public use
of this path.
During the current fiscal year, the City is constructing the North Avenue Bike Path
along the Southern Pacific Railroad Right-of-Way behind Arroyo Vista. This path
will connect the Dougherty Road Bike Path with the phase of the Alamo Creek Bike
Path which will be installed by the developer of Dublin Meadows. Ultimately, all
these paths are proposed to be connected to one another.
Staff recommends that the City Council adopt the Resolution directing Staff to apply
for TDA funding for this project.

OF THE CITY OF DUBLIN
APPROVING A SAFETY-RELATED IMPROVEMENT PROJECT AND
DIRECTING STAFF TO APPLY TO THE METROPOLITAN TRANSPORTATION
COMMISSION FOR TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 FUNDING
WHEREAS, the City Council of the City of Dublin is
concerned regarding the safety of bicyclists and pedestrians; and
WHEREAS, the City Council has reviewed A safety-related
improvement project which is as follows:
Alamo Creek Bike Path
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Dublin does hereby approve the above project and directs Staff
to submit applications to the Metropolitan Transportation Commission
for funding of the project under Article 3 of the Transportation
Development Act.
