This project provides for the replacement and installation of windows at the Sharmon Community Center that were graffiti etched, as well as the application of a vandal-resistant film to the windows. At the time that the project was developed, there were 27 windows in need of replacement; due to additional vandalism, there are now 41 windows in need of replacement. Bid specifications were prepared for the replacement of the windows and the project was put out to bid. Three bids were received for the project: Team Glass, Inc. - $8,500; Bay Cities Glass, Inc. - $11,702.74; and Bob Smith Glass & Aluminum - $15,800. In addition, a fourth bid was received after the deadline but was not accepted. Staff recommends that the City Council reject all three of the bids as they were not responsive to the bid specifications. All of the bids submitted included exceptions to the scope of work as presented in the bid specifications. Further, Staff recommends that the bid specifications be modified in order to clarify the scope of work and that the project be readvertised for bids.
