Information Regarding Dublin Police Services Patrol
Beat System

RECOMMENDATION: r.y1.J (1) Receive information regarding the Dublin Police Services
Patrol Beat System.
FINANCIAL STATEMENT:
Sufficient funding for the additional personnel required to
operate the Patrol Beat System has been included in the FY
1995-96 City of Dublin budget.
. DESCRIPTION: On October 1, 1995, Dublin Police Services
- - - implemented a beat system for the Patrol Section. The beat system was deemed necessary for a variety of
reasons, including the City's annexation ofa considerable amount of property in eastern Dublin and the
need to mitigate the annexation's effect on the current level of police service provided to the community.
In order to maintain the current level of police service provided to Dublin residents, a change was
necessary as a means of keeping pace with the evolving Dublin community. Consequently, as part of the
annexation plan, funding for two additional patrol officers was provided to Police Services and the Patrol
Beat System was developed and implemented.
DEFINITIONS:
TWO-BEAT SYSTEM: A beat system whereby the property located within the city limits of Dublin is
divided into two separate sections, or "beats." The designated beats pertaining to the two-beat system are
referred to as Beat 71 and Beat 72, and are illustrated on the attached map entitled, Dublin Police Services
Two~Beat System.
THREE-BEAT SYSTEM: A beat system whereby the property located within the city limits of Dublin is
divided into three separate sections, or "beats". The designated beats pertaining to the three-beat system
are referred to as Beat 71, Beat 72, and Beat 73, and are illustrated on the attached map entitled, Dublin
Police Services Three-Beat System.

At the beginning of each shift at Dublin Police Services, the on-duty Watch Commander makes a
determination, based on the needs of the citizenry and of Police Services, regarding which beat system
(two-beat vs. three-beat) he or she will be using for that specific shift. The Watch Commander then
makes notification to the Dispatch Center of his or her beat system selection, and the dispatcher
consequently enters that selection into the computer system located at the Dispatch Center. The computer
system at Dispatch has been programmed to recognize which specific locations within the City of Dublin
fall into which designated "beat," and has been programmed to reflect the changes in designated beats
depending on which beat system is being used. When police presence is required at a location within the
City, the computer system will advise Dispatch that police presence is required, and the specific "beat"
where police service is needed will be specified.

One patrol officer on a given shift is assigned to each designated beat in Dublin. That particular officer is
the primary officer for his or her beat, and is required to respond to calls for service in the beat and to
conduct proactive police service within the beat as welL Other officers assigned to a given shift who are
not assigned to a designated beat, are assigned as "cover officers" and are expected to assist beat officers
with their police activity, conduct proactive law enforcement, and/or target specific crime trends within
the city.
Patrol officers assigned to designated beats are expected to remain in their respective beats, unless
instructed to leave by Dispatch, the Watch Commander, or if the safety of the citizenry or other officers
require they do so. "Cover officers" are permitted to "float" within the city of Dublin as specific police-
related needs develop.
CONCLUSION:

As previously stated, the evolving Dublin community has required that Dublin Police Services respond
accordingly, with a proactive approach designed to maintain the high level of service that we have always
sought to provide. The implementation of the Patrol Beat System has provided Police Services with an
ability to insure all areas of the City are adequately and consistently served. Patrol officers assigned to
designated beats have been given specific areas of responsibility and take pride in maintaining a safe and
secure community. The system allows the beat officer to "get to know" the people within his or her beat
and affords the officer the opportunity to interact with the community. Consequently, the system also
provides the public with the opportunity to become familiar with "their" beat officer, ultimately serving to
foster a feeling of public trust and confidence in the officer and of Police Services in general.
