This report contains figures documenting police response to crimes reported or detected within the City, police response relative to traffic offenses and /or accidents, all programs regulated and /or instituted by the police services and compares the 1994 policing efforts with the previous year. The report is divided into three sections: 0 Organization and personnel data including workload indicators and volunteer services. N A statistical accounting of criminal activity and police responses for Calendar Year 1994. 0 Comparison of calendar year 1994 statistics with calendar year 1993. Through the use of statistics, law enforcement traditionally measures the department's workload, focusing mainly on Part I crimes. Review of the currently calendar year report and comparing it with previous calendar year reports gives an indication of the services provided to the community. Part I crimes increased by 10 %. Rose, Captain kx Chief of Police Services TO: City Council City Manager SUBJECT: ANNUAL REPORT - 1994 The 1994 Annual Report contains information regarding the activities of the Dublin Police Services for the 1994 Calendar Year. Following is a summary of selected areas and an overview of Part I crimes: Traditionally law enforcement uses statistics to measure their work product, focusing mainly on Part I crimes. Part I crimes increased by 10 %. All other offenses increased by 17 %. Overall, crime statistics for 1994 reflected a 14% increase. Increases in Larceny - Theft, Credit Card Fraud and Vandalism were the biggest influence in the overall increase for the year. There was one homicide in 1994. The suspect was found deceased, the victim of an apparent self inflicted wound. Reported rapes increased form one in 1993 to two in 1994. The suspects are in custody on two of the reported rape and a third reported rape was determined to be unfounded after the completion of the investigation. Robberies decreased from sixteen reported in 1993 to fourteen reported in 1994. Burglaries also decreased from one hundred twenty reported in 1993 to one hundred nineteen reported in 1994. Of the reported burglaries, fifty five were residential and sixty four were commercial. Overall, burglaries showed a .8% decrease for 1994. In comparing "Major Workload Indicators" statistics of 1993 and 1994, Calls for Service decreased by 7 %, Traffic citations decreased 15 %, Reports written increased 3% and Traffic accidents increased 6 %. Arrests decreased 5% in 1994 (1066 in 1993 -1018 in 1994). Of the 1018 arrests in 1994, 642 were non - Dublin residents (584 adults & 58 juveniles). The remaining 376 arrests were Dublin residents (286 adults 90 juveniles). The Alameda County Sheriff's Department Reserve Officers worked a total of 2555 hours during 1994; a 43% increase over 1993. The value of the volunteer hours these officers donated to the City of Dublin totals $61,243. Neighborhood Watch and Merchant Alert activities reflect a significant decrease in 1994. This was due to the Community Service Assistant position being vacant for the entire year. The position was filled in January, 1995 and a priority has been set to re- establish the community interest in both of these programs. One police officer was hired in October 1994. The officer is assigned a variety of duties such as: Patrol and /or investigations depending on specific crime trends. A Sheriff's Technician was hired in October 1994.
