RECOMMENDATION: ~ Split bid award for "Computers and Equipment" between New Technologies and Thibault Associates, Inc. FINANCIAL STATEMENT: The City of Dublin will be reimbursed for up to $49,701 from CAL TRANS for the coordination of signal. lights at various locations as stipulated in the City of Dublin Traffic Signal Coordination and Update Project The purchase of this computer equipment, totaling $8,024.73, will be 100% funded as part of that grant. DESCRIPTION: ":"-. On March 26, 1996, the City Council authorized staff to submit an application for a $44,000 Federal t, ISTEAgrantand a $s~701 State Traffic System Management grant. As part of the grant application, the i CityreqUeStea that$12,OOO of the fundiIigbe applied toWards the purchase of computer equipment and , software to assist in the design and contro1"ofthe automated traffic signal system. CAL TRANS, the lead , agency,. approved the application and stated that the purchase of computer equipment and related ~ software was an eligible expenditure under the terms of the grant. - - ; __ 'The Public Works Department has stated that this computer equipment, in addition to controlling the automated traffic signal system, must be capable of perfom)ing complex engineering calculations, signal design, and must interface with the existing City computer system. Based upon these needs, staff solicited bids for a high-speed computer with compatible network accessories and a 21 inch monitor. Four bidders participated in the bidding process Since several configurations and model numbers satisfied the bid specifications for the traffic computer, two bidders submitted multiple bids for the equipment As a result, a total of 6 bids were received for the traffic computer and four bids for the remaining equipment. All bids were opened on July IS, 1996 at 10:00 a.m., per the time designated in the Notice to Bidders. The Bid Request was structured to allow the City Council to split the award the bid to more than one vendor. Therefore, the breakdown of the bid.is based upon the components to be awarded. RESOLUTION NO. - 96 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********* . WHEREAS, the City Council authorized the solicitation of competitive bids for the purchase of computer equipment: and WHEREAS, six bids were received for the traffic computer and four bids were received for the monitor and network hub and were opened at the time stated in the Notice to Bidders; and WHEREAS, the bid documentation expressly reserved the City's right to divide the award of the . bid between bidders based upon costs. NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby takes the following actions: 1. New Technologies is awarded the bid for Traffic Computer and Network Hub. The total amount of the bid awarded to New Technologies is $6,218.75 2. 1bibault Associates, Inc. is awarded the bid for: Monitor. The total amount of the Bid awarded to 1bibault Associates, Inc. is $1,805.84. . PASSED, APPROVED AND ADOPTED this 23 day of July, 1996.
