DESCRIPTION:
At its meeting of April 28, 1986, the City Council authorized Staff to
advertise for bids for Contract 86-5, Annual Street Slurry Seal Program.
Slurry Seal is a preventive maintenance technique used to prolong the
life of a street. It consists of a sand/oil mixture which seals cracks and provides
a new uniform wearing surface. The City streets are presently on a five- to seven-
year cycle depending upon the level of wear.
When this project was previously bid in the fall of last year, only one
bid of $56,365 was received. This bid from Valley Slurry Seal was based on a unit
cost of $0.0693 per square foot. This bid was rejected by the City Council on
October 14, 1985, for rebid in the Spring, hopefully to receive a more competitive
bid.
When the project was rebid, the City received a total of 3 bids (see
attached bid summary) for this project. The low bidder was Valley Slurry Seal, Inc.,
with a bid of $48,394.44. Valley Slurry Seal unit price for this bid was $0.0595
per square foot. This rebid unit cost is 140 lower than the unit cost bid in the
fall of last year.
Staff has reviewed the low bidder's proposal and checked with references
and recommends that the City Council award the bid to the low bidder.
