CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: November 8, 1993 SUBJECT : Amendments to Personnel System Report by Diane Lowart, Recreation Director EXHIBITS ATTACHED : A.~esolution Amending Classification Plan B.~Resolution Amending salary Plan for n .~ Part-Time Personnel RECOMMENDATION ~v' ~ Adopt Resolutions FINANCIAL STATEMENT Sufficient Funds have been included in the FY 93-94 Budget DESCRIPTION : Staff is proposing amendments to the city's Personnel System through the creation of a new part-time position in the Recreation Department. The proposed position of Sports Official will be responsible for officiating various sports events offered by the Recreation Department through the Adult Sports Program. Previously the city contracted with independent associations for the services of sports officials. However, in recent years, the associations have not been able to provide the number of qualified officials that are needed for city programs. Thus, the need to create a new position. Pursuant to the City'S Personnel Rules, appropriate job descriptions and salary ranges must be adopted by resolution before the recruitment can begin. Exhibit A contains a resolution amending the Classification Plan and includes a copy of the proposed job description. with regards to the proposed salary range, staff conducted a survey of similar positions in surrounding agencies. The cities of Pleasanton and San Ramon contract for officials and the average rate of pay is $20 per game. The Livermore Area and Hayward Area Recreation and Park Districts utilize part-time employees to officiate and the average rate of pay $16.00 per hour. Staff is recommending a salary range of $14.00 to $16.00 per hour. The city previously contracted for sports officials at a cost of $20 per game or $60 per night (based on 3 games per night). In comparison, the cost to the City for part-time employees (including fringe benefits) is $54.11 to $61.84 per night. Based on an average cost of $57.97 per night, hiring staff directly can be more cost effective. Additionally, it has been the experience of the Recreation Department (particularly with basketball officials) that the quality of the officiating has improved when the city has direct control over the hiring, training and scheduling of officials. Exhibit B contains a resolution amending the Salary Plan for Part-Time Personnel. Although the resolution lists all of the city's twenty part-time positions, the only change recommended at this time is the addition of the salary range for the new position of sports Official. Staff recommends that the city council adopt the attached resolutions amending the city's Classification Plan and Salary Plan for Part-Time Personnel. ::::-::~~------------------------------------------------------- CITY CLERK FILE~ . . ~ - ..M ..... RESOLUTION NO. - 93 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ************************* AMENDING THE CLASSIFICATION PLAN WHEREAS, in accordance with the Personnel system Rules, the city Council adopted Resolution No. 30-84 and subsequent amendments which comprise the Classification Plan: and WHEREAS, it has been determined that an additional part-time classification is needed for the Recreation sports Program: and WHEREAS, the adoption of a job description is required for all authorized positions. NOW THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent amendments shall be further amended to include the job description for sports Official. BE IT FURTHER RESOLVED that this document shall become a part of the official classification plan for the City of Dublin. PASSED, APPROVED AND ADOPTED this 8th day of November, 1993. SPORTS OFFICIAL THE POSITION Under the supervision of the Sports League Director, officiates various sports league events, serves as the official scorer at such events, and performs related work as required. EXAMPLES OF DUTIES .:. Inspects playing area and equipment for safety and preparedness. .:. Conducts sports contests in accordance with the rules of the game. .:. Maintains control of the contest. .:. Supervises the scoring officials to insure proper timing and scoring of the event. .:. Observes all safety procedures in order to insure the safety of the players and the spectators. .:. Maintains good public relations and promotes good sportsmanship. .:. Completes and submits any necessary reports to supervisor. .:. Other related duties as assigned. QUALIFICATIONS Education and Experience .:. Must be 16 years of age or older. .:. Prior experience as either a player or an official. Knowledge and Abilities .:. Technical knowledge of the rules and regulations of the game. .:. Ability to engage in physical activity. .:. Ability to deal with the public in a polite and courteous manner. .:. Ability to exercise impartial judgement and objectivity. .:. Ability to arbitrate disputes effectively and efficiently. .:. Ability to promote good sportsmanship. Licenses and Certificates .:. Possession of a valid California Driver's License. .:. Possession of or ability to obtain valid certification in Standard First Aid and CPR. . . RESOLUTION NO. - 93 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ************************* ESTABLISHING A SALARY PLAN FOR PART-TIME PERSONNEL WHEREAS, the city council has adopted Resolution No. 111-91 Establishing a Salary Plan for part-Time Personnel; and WHEREAS, competitive salary provisions which will attract and retain quality employees are important to the organization; and WHEREAS, it is desirable to update salary provisions for part-time employees in the city's personnel system. NOW THEREFORE, BE IT RESOLVED that part-time salary provisions enacted in all previous resolutions be superseded by this resolution.
