FINANCIAL STATEMENT: Sufficient funds have been included in the Fiscal Year 1994-95 Budget DESCRIPTION : Funding has been included in the Fiscal Year 1994-95 Budget for the position of Heritage Center Director. As budgeted, the Heritage Center Director would be a part-time, permanent position scheduled to work 20 hours per week. The position would be responsible for coordinating the operation of the Dublin Heritage Center including program and policy development, facility scheduling and volunteer management. Pursuant to the City's Personnel System Rules, a job description and salary range must be adopted for each position classification in the organization. The job description typically includes key e~ments, knowledge, skills, abilities and requirements of the position. Staff has prepared a job description for Heritage Center Director which addresses the City's current needs. Also included in the City's Personnel System Rules is a salary plan for full time employees. The salary plan indicates a minimum and maximum salary for each position classification. Based on a review of the key elements of the job description and a review of the City's current salary ranges, Staff has developed a salary range for the Heritage Center Director which is consistent with the salary range for the Recreation Coordinator position. Staff recommends that the City Council review the proposed job description and salary range and adopt the attached resolutions revising the classification and salary plans. ---------------------------------------------------------------------- ITEM NO. 4. 6 COPIES TO: CITY CLERK FILE ~ .".- e e RESOLUTION NO. - 95 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN **************** AMENDING THE CLASSIFICATION PLAN WHEREAS, in accordance with the Council adopted Resolution No. 30-84 comprise the Classification Plan; and Personnel System Rules, the City and subsequent amendments which WHEREAS, resulting from the creation of a new position, Heritage Center Director, an additional job classification is required; and WHEREAS, the adoption of a job classification is required for all authorized positions. .. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent amendments shall be further amended to include a new job classification and job description for the position of Heritage Center Director as set forth in Attachment A. BE IT FURTHER RESOLVED that this document shall become a part of the official Classification Plan for the City of Dublin. PASSED, APPROVED AND ADOPTED this 27th day of February, 1995. KEY ELEMENTS 1. Develops, organizes and supervises the operations, activities and programs of the Heritage Center which includes the original Murray Schoolhouse, the old St. Raymond's Church and the pioneer Dublin Cemetery. 2. Develops museum exhibits and programming with the assistance of the Dublin Historical Preservation Association. 3. Recruits, trains, supervises and evaluates volunteers and part-time staff 4. Prepares promotional materials including flyers, program brochures, newsletters and press releases. 5. Maintains records in connection with the operations, activities and programs of the Heritage Center. 6. Develops policies and procedures for use of the Heritage Center and..schedules use of the Heritage Center. 7. Oversees the maintenance of the Heritage Center and obtains necessary supplies and equipment related to the operation of the Center. 8. Prepares information and reports related to the Heritage Center budget. 9. Serves ,as the staff advisor to the Heritage Center Advisory Committee and functions as City liaison to the Dublin Historical Preservation Association. 10. Attends day, evening and weekend meetings and events. CANDIDA TE QUALIFICATIONS Required 1. Completion of two years of college or university work with an emphasis on resource preservation, museum operation, recreation/leisure studies, or a closely related field. 2. Two years of progressively responsible paid experience in historical site operation and program development. 3. Ability to communicate in writing and verbally. 4. High level of interpersonal skills to work effectively with diverse audiences, agencies, school officials, community groups and other City departments. 5. Ability to work flexible hours (day, evening and weekends). 6. Possession of valid California Class C Driver's License. Preferred 1. Bachelors degree in resource preservation, museum operation, recreationlleisure studies or a closely related field. 2. Knowledge of principles and practices of museum administration including collections management and artifact preservation. - . GENERAL PURPOSE OF POSITION: The Heritage Center Director is under the administrative direction of the Parks and Community Services Director. The position is responsible for coordinating the operation of the Dublin Heritage Center including program and policy development, facility scheduling and volunteer management. MAJOR DUTIES and RESPONSIBILITIES: Develops, organizes and supervises the operations, activities and programs of the Dublin Heritage Center; develops museum exhibits and programming; recruits, trains, supervises and evaluates volunteers and part-time staff; prepares promotional materials including flyers, program brochures, newsletters and press releases; maintains records in connection with the operations, activities and programs of the Heritage Center; develops policies and procedures for use of the Heritage Center; schedules use of the Heritage Center including facility tours and use by outside individuals/groups; oversees the maintenance of the Heritage Center and obtains necessary supplies and equipment related to the operation of the Center; assists with budget preparation; serves as the staff advisor to the Heritage Center Advisory Committee and City liaison to the Dublin Historical Preservation Association; and performs other duties as assigned. .. KNOWLEDGE, SKILLS, AND ABILITIES: . Knowledge of the operation of historic sites, interpretive activities and historic program development; accepted techniques and methodology of supervising program activities and personnel; and the preparation of press releases, brochures and other promotional literature. . Ability to utilize staff and volunteers effectively; prepare concise written and oral reports; work with community groups and organizations; maintain accurate records; and evaluate program effectiveness. . Ability to occasionally lift, carry, push, pull, or otherwise move objects. EDUCA TlON AND/OR TRAINING: . Completion of two years of college or university work with an emphasis on resource preservation, museum operation, recreationlleisure studies, or a closely related field. (Bachelors degree desirable). . Two years of progressively responsible paid experience in historical site operation and program development. LICENSE AND CERTIFICATION: Requires a valid California Class C Driver's License to be secured prior to employment and maintained current as a condition of continued City employment. --- .-- ---- ~~-_. .--.------. ..-,,,..-- ---- ----.- RESOLUTION NO. - 95 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN **************** AMENDING THE SALARY PLAN WHEREAS, in accordance with the Personnel System Rules, the City Council adopted Resolution No. 17-94 and subsequent amendments establishing a salary plan for full time personnel; and WHEREAS, included in the Fiscal Year 1994-95 Budget, the City Council approved the creation of a new position: Heritage Center Director; and WHEREAS, this new position will provide staff support to the newly renovated Heritage Center; and a WHEREAS, the Personnel System Rules require the City Council to establish a salary range for each classification. NOW, THEREFORE, BE IT RESOLVED that Article I : _ Section A of Resolution No. 17-94, and subsequent amendments, relating to the salary provisions of full time employees, shall be amended to include the following monthly' pay range for the classification Heritage Center Director: Hourly Hourly Minimum Maximum Heritage Center Director $15.36 $19 . 20 PASSED, APPROVED AND ADOPTED this 27th day of February, 1995.
