Thompson, Director of Public \\lorks ATTACHMENTS: I) Resolution Authorization Application for TLC Funding 2) Map of proposed project RECOMMENDATION: ~ Approve Resolution ~ FINANCIAL STATEMENT: A TLC Grant, if awarded, would fund up to 88.5% of the cost for the completion of Dublin's Iron Horse Trail/Alamo Canal Ped-Bike Path Project. DESCRIPTION: Dublin, as well as the adjoining communities to the north and south, has been striving to complete the bicycle/pedestrian pathway along the abandoned Southern Pacific Railroad right-of-way. This corridor has been named the Iron Horse Trail. In addition, Dublin, Pleasanton, Zone 7 Flood Control, and the East Bay Regional Park District have combined forces and funding to construct Phases I and II of the Iron Horse Trail/Alameda Canal Ped-Bike Path from the City of San Ramon south along the old Southern Pacific Railroad right-of-way to a point at the confluence of Alamo Creek, then south along Alamo Canal, under 1-580 and on to the Arroyo Mocho Channel in Pleasanton. There is $9 million in FY 1999-2000 in TLC funding available in the Bay Area for projects similar to this one. Staff recommends that the City Council approve the Resolution authorizing application for TLC funding for Dublin's Iron Horse Trail/Alamo Canal Ped-Bike Path. - - - - - - - - - - - - - - - - - - - - - - - - - - -- - - - - - - - - - - - - -- - - -- - - - - - - - - - - - - - - - -- COPIES TO: City of Pleasant on, Zone 7 Flood Control, EBRPD, Celia Chung-CMA ITEMNO.~ g:miscpro j\ironh ors\agsttlc.doc RESOLUTION NO. -99 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********************** AUTHORIZATION FOR GRANT APPLICATION FOR THE TR.\NSPORT A TION FOR LIVABLE COMMUNITIES (TLC) PROGRAM FOR THE COMPLETION OF THE IRON HORSE TRAIL AND ALAMO CANAL PED-BICYCLE PATH PROJECT WHEREAS, the City of Dublin has been constructing portions of the Iron Horse Trail and Alamo Canal Ped-Bicycle Path in phases as funds have become available and Dublin has been co-sponsoring portions of these improvements with the City of Pleasant on, the East Bay Regional Park District, Alameda County Flood Control-Zone 7, Alameda County Public Works, and local developers; and WHEREAS, the Iron Horse Trail is a regional trail through Contra Costa County, Dublin to the Dublin-Pleasanton BART Station, and the Alamo Canal Ped-Bicycle Path will connect the Iron Horse Trail to Dublin's downtown commercial area and Civic Center, proceed under 1-580 and on into the heart of Pleasanton; and WHEREAS, this trail and ped-bicycle path are a part of Dublin's General Plan Circulation Element and these improvements have the support of Dublin's Bicycle Advisory Committee; and WHEREAS, this trail and ped-bicycle path will support bicycle and pedestrian access to Dublin's core commercial area, as well as mass transportation bus and rail facilities; and WHEREAS, a part of the Federal Transportation Act (TEAll Program) is being set aside for Transportation for Livable Communities (TLC) Program to provide funding for projects with community support and enhancement of a community's identity and quality of life. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby authorize the application for Transportation for Livable Communities Program funding.
