SUBJECT REVOLVING SPECIAL INVESTIGATIVE FUND

RECOMMENDATION Authorize Police Chief to open an account at Central Bank
to establish a revolving special investigative fund.
FINANCIAL STATEMENT: The 1985-86 budget includes $2,500 for this purpose.
DESCRIPTION With the advent of a drug investigation unit, Dublin Police
Services needs the availability of a revolving special investigative fund for the purpose
of the investigation and prosecution of controlled substances and other related crimes.
The revolving special investigative fund would be deposited at Central Bank of Dublin
with the Dublin Police Chief as the only signatory of the account. The Police Chief
would disburse funds to the investigative unit on an as-needed basis. Each transaction
of withdrawal and disbursement would be accounted for on a ledger form. The City Manager
or his designate would audit and review withdrawals and expenditures periodically upon
demand, and reconcile the monthly bank statement.
Total net expenditures from this fund for 1985-86 would not exceed $2,500, without prior
authorization from the City Council.
