DISCUSSION: The California legislature recently approved Assembly
Bill 4680 (Statham) which is designed to standardize filming permit
procedures within California communities. The bill is intended to
encourage filming in the state of California and to combat "runaway
production. "
AB 4680 provides that the California Film Commission (CFC), in conjunction
with the film industry and local communities, develop a model process for
granting permits (Exhibit A). Briefly, the process provides for the
following:
. A designee to work directly with the industry whose responsibilities
shall include: '
- attracting productions to the area
expediting the permit process
- establishing maximum time requirements to issue permits
- establishing the use of permit "riders" to accommodate minor changes
in the permit
- coordinating mUlti-jurisdictional filming
- implementing a uniform application form
- implementing a suggested fee schedule which is reasonably related to
the cost of providing the service
The bill also requires all cities to adopt the model filming permit
process or inform the CFC in writing why it cannot. SUbsequently, staff
has reviewed the model filming permit process developed by the CFC and
recommends that the City Council adopt the process.

OF THE CITY OF DUBLIN
ADOPTING A MODEL FILMING PERMIT PROCESS
WHEREAS, in 1988, California lost $3 billion worth of feature films,
television shows and commercials to other states; and
WHEREAS, one of the most frequently cited reasons for "runaway
production" is the red tape and bureaucracy film companies encounter in
many California cities; and
WHEREAS, in order to combat this "runaway production" Assembly Bill
4680, designed to standardize filming permit procedures within California
communities, was passed; and
WHEREAS, AB 4680 provides that the California Film Commission (CFC)
in conjunction with the film industry and local communities develop a
model filming permit process; and
WHEREAS, the bill also requires all California cities to adopt this
process or inform the CFC in writing why it cannot.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Dublin does hereby adopt the model filming permit process set forth in
Exhibit A.
