RECOMMENDATION:
Street Name known as Scarlett Drive.
FINANCIAL STATEMENT: The cost for production and installation of
new street identification signage will be
paid by the City.
DESCRIPTION:
Lee Thompson, Public Works Director, has filed a New Street Name
application with the Planning Departmen%' (PA 93-045) to name the
existing Chabot Flood Control Channel connector road between Scarlet
Court and the Dublin Boulevard Extension to Scarlett Drive. This
connector road has been previously referred to as Chabot Road or
Chabot Channel Road and has appeared on some maps as Asia Anna Court.
However, the roadway has never been officially named.
It is proposed that the roadway (Exhibit B) be named Scarlett
Drive to provide street name recognition for motorists traveling west
along the Dublin Boulevard Extension. Motorists would use Scarlett
Drive to get to Scarlett Court instead of making a U-turn at the
Dougherty Road/Dublin Boulevard intersection.
As part of the improvements of the Dublin Boulevard Extension,
the Dublin City Council accepted the offer of dedication from U-Haul
of the East Bay on November 12, 1991, for an access and public utility
easement along the west side of the Chabot Channel of Parcel Map 3000.
An additional portion of property was dedicated separately by John
Moore for the completion of the roadway.
Ordinance No. 1-93 establishes procedures and authorizes the City
Council to change, by resolution, the name of any street within the
City. Section (e) of Ordinance 1-93, New Street Names, specifies in
part that names for new streets shall be established by the adoption
of a resolution by the City Council without the need for a public
hearing.
Staff recommends that the City Council adopt the resolution
approving the New Street Name of Scarlett Drive, for the connector
road between the Dublin Boulevard Extension and Scarlett Court.
Should the City Council desire a name other than Scarlett Drive, this
matter could be continued until a preferred name is selected.

WHEREAS, Lee Thompson, Public Works Director, has filed a New Street
Name application requesting that the connector road between the Dublin
Boulevard Extension and Scarlett Court be named Scarlett Drive; and
WHEREAS, Ordinance No. 1-93 establishes procedures and authorizes the
City Council to name any new street within"the City; and
WHEREAS, Section (e) of Ordinance No. 1-93 grants the City Council
authority to a~prove a New Street Name by adoption of a resolution without
holding a public hearing; and
WHEREAS, the application has been reviewed in accordance with the
provisions of the California Environmental Quality Act (CEQA) and was found
to be Categorically Exempt under Section 15305, Class 5; and
WHEREAS, the public agencies were notified requesting their review and
comment of the proposed new street name request within 15 days; and
WHEREAS, after the 15-day review period, the City Planning Director
shall forward his findings and recommendations to the City Council.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin City Council does
hereby find that:
A. The new street name is in compliance with Section 7-08.070 of the
Dublin Municipal Code relating to the naming of streets.
B. The new street name will not be detrimental to the public health,
safety or general welfare.
BE IT FURTHER RESOLVED THAT THE Dublin City Council does hereby
approve PA 93-045 Scarlett Drive New Street Name for the connector road
between the Dublin Boulevard Extension and Scarlett Court.
