DESCRIPTION: On September 12, 1994, the City Council authorized Staff to
advertise for bids for Contract No. 94-04, Dougherty Road/Sierra Lane Improvements. This project
will add a traffic signal at the Dougherty Road/Sierra Lane intersection and construct median and
channelization improvements on Dougherty Road between Sierra Lane and Dublin Boulevard.
A large portion of the construction cost of this project is being funded by a Federal ISTEA grant,
which was obtained in Fiscal Year 1993-94.
The low base bid received, from Meridian Grading and Pa~,ing, is $18,452.60 higher than funds
budgeted for construction of this project. Rather than incur this additional expense, Staff recommends
that the City Council reject all bids and authorize Staff to readvertise the project. Staff proposes to
bid the paving stone item as an Alternate in the hope of obtaining bids that are within budget. The
pavers are primarily cosmetic in nature, and in the event that the cost exceeds the budget, the median
could be constructed without pavers. There will be paving stone work on the Dublin Boulevard
Widening project, which is scheduled to be constructed in the spring, and the Dougherty Road median
pavers could be added into that project. Staff proposes to retain the installation of the City Entrance
sign as an Alternate also.
Staff recommends that the City Council adopt the resolution rejecting all bids and authorizing Staff to
readvertise the project with the pavers and City Entrance Sign installation as alternates.

RESOLUTION NO. -94
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
REJECTING ALL BIDS FOR CONTRACT 94-04
DOUGHERTY ROAD/SIERRA LANE IMPROVEMENTS
AND AUTHORIZING STAFF TO READVERTISE THE PROJECT
WHEREAS, the City of Dublin did, on October 14, 1994, publicly open, examine,
and declare all sealed bids for doing the work described in the approved Plans, Specifications, and
Modifications for Contract 94-04 authorized by the City Council on September 12, 1994, which
Plans, Specifications, and Modifications are hereby expressly referred to for a description of said
work and for all particulars relative to the proceedings under the request for bids; and
WHEREAS, the lowest base bid received, $270,452.60, is significantly higher than
the $252,000 available construction funds for the project; and
WHEREAS, said bids were submitted to the City Engineer, who has recommended
that all of the bids be rejected on the basis of insufficient funds;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Dublin does hereby reject all bids received on October 14, 1994, for City of Dublin Contract 94-04.
BE IT FURTHER RESOLVED that the City Engineer is authorized to readvertise for
bids for Contract 94-04 with the paving stone bid item and the City Entrance Sign item as Alternates.
