RECOMMEHDATION: (~th"rh. staff to send comments to LAVTA FINANCIAL STATEMENT: None DESCRIPTION: The Livermore-Amador Valley Transit Authority (LAVTA) Short- Range Transit Plan, for Fiscal Year 1994-95 to Fiscal Year 2003-2004, has been completed and is now out for public review. This report is an update to a plan which LAVTA implemented on September 5, 1994, after holding a Public Hearing. Part of the report deals with service to the new East Dublin/pleasanton BART station. In the report, LAVTA is basically proposing to update routes currently in existence. As a result of these updates, all parts of Dublin would have reasonably direct access to both downtown Dublin and to the East BART Station. ' In the Dublin area, LAVTA has plans to serve the East Dublin/Pleasanton BART Station by purchasing 14 new buses. At this time, BART has not provided proposed train schedules to LAVTA, which in turn has prevented LAVTA from determining exact bus schedules. LAVTA is assuming 30 minute "head-ways" (frequency of buses) midday to coincide with the BART trains, with 15 minute head-ways during peak hours. However, this schedule could be changed as soon as LAVTA receives BART's schedule. As no development exists at this time in Eastern Dublin, LAVTA does not have any set plan or schedule. However, LAVTA staff assures us they will participate in planning and serving future developments as they occur in this area. LAVTA has indicated their willingness to adapt to Dublin's Specific Plan and General Plan requirements as minimums for Eastern Dublin. REef/V ED Nav 2 B 7994 CITy Or; , DUBliN November 16, 1994 Letter to Interested Agencies: The Livermore/ Amador Valley Transit Authority (LA VTA) is seeking comment on the Short Range Transit Plan for FY 1994/95 through FY 2003/04. The plan is an interim update from last year's more extensive document, which included ride checks and passenger surveys. This Plan discusses long term changes in operations proposed to allow LA VT A to meet BART trains and develop a good timed transfer among buses at the Valley BART Station. The Short Range Transit Plan is an annual document that includes Goals and Objectives for LA VT A, existing conditions including passenger counts and operating miles for the system. The SRTP also includes a Marketing, Capital, and Financial Plan. All interested persons are invited to submit written comments on the Plan by December 16, 1994, to the Livermore/Amador Valley Transit Authority, 1362 Rutan Court, Suite 100. EXECUTTVES~Y Presented herewith is the update of the Livermore/ Amador Valley Transit Authority Short Range Transit Plan beginning with FY 1994/95 through FY 2003/04. Very minor route modifications and improvements are included. These are a result of changes in LA VTA's service area. They were implemented September 5, 1994, after a public hearing. LA VTA looks forward to construction and opening of the WHEELS transit center in Livermore. This site will be much safer for passengers to transfer between buses and easier on drivers to make connections with other routes. LA VTA will reconfigure Livermore routes to coincide with its grand opening, projected for late 1994. Everyone in the tri-valley area has been looking forward to BART train service in the Amador Valley with great anticipation. All LA VTA's routes will be reconfigured to serve either the BART station and/or the new transit center in Livermore. LA VTA will work with BART to be included in all the grand opening activities, also estimated for late 1994. The FY 1993/94 data compared with 1992/93 shows an eight percent increase in total unlinked fIxed route passengers, 858,387, to 796,256 respectively. We expect a dramatic increase as BART enters the valley and also with the opening of the transit center in Livermore so much so that LA VTA is purchasing twelve new buses. These will be the IInewll low floor design. LA VTA will be once again, leading the way to greater mobility within the valley through improved conditions for elderly and mobility impaired riders as well as "bike riding passengers". LA VTA will be purchasing external bike racks for the entire fleet including the new buses on order. LA VTA will be purchasing Translink ticket fareboxes. This feature will be especially useful as BART arrives in the valley. As you know, the City of Dublin adopted the Eastern Dublin Specific Plan and General Plan Amendments in 1993. At this time, we have not received any applications for development in that area except for the Homart project on Alameda County's old jail site. We appreciate your cooperation and willingness to work with our staff in serving future projects. I would like to emphasize that Dublin is looking forward to working with LAVTA for future service to developments in Eastern Dublin to meet the adopted Eastern Dublin Specific Plan. We further would agree with your plan to match bus access to the proposed East Dublin BART Station with the BART train schedule. A proposed Western Dublin development project is now in the process of requesting annexation to the City of Dublin. We would like to meet with you in the future concerning service to this Western Dublin area if and when this part of Dublin becomes more developed.
