RECOMMENDA TION: FINANCIAL STATEMENT: All activities will be funded by the grant and there will be no direct expense to the City. DESCRIPTION: California state law requires local governments to establish a comprehensive management program for the Household Hazardous Waste Element (HHWE) as described in the California Integrated Waste Management Act, AB 939. As part of the HHWE, the City is required to initiate a program to deal with waste oil. On January 25, 1993, the City Council considered several alternatives to satisfy this duty, including curbside oil collection and participation in the Alameda County Household Hazardous Waste Program. The County program consists of three drop-off centers, the nearest being in Livermore. Based upon historically low participation rates and high cost, the City Council opted not to establish a curbside collection program for the City. Instead, the City Council opted to participate in the Alameda County program. Funding for the County program comes from tipping fees and there is no charge made to residents who deliver household hazardous waste to these facilities. In addition to the County Program Staff noted that there were local automotive businesses which also offer disposal services. In addition to providing a method of disposal for household hazardous waste, the HHWE requires the City to engage in an active and ongoing public information campaign. As part of this requirement, the City must develop a media strategy to publicize the availability of drop-off facilities and to disseminate information to residents, business and schools. ------------------------------------------------------------------- COPIES TO: Anna Ward, California Integrated Waste Management Board Jennifer Stanley, City of Oakland, Environmental Services ITEMNO.~ .. .' , . ": ". -. The California Integrated Waste Management Board (CIWMB) issues annual Block Grants to 10caJ.. jurisdictions for the implementation and maintenance of used oil recycling programs. The CIWMB guidelines, allow jurisdictions within the County to participate in cooperative projects. The City of Oakland has agreed to act as the lead agency in a cooperative project to promote oil recycling, and has asked that the City direct that its potential grant allocation be directed towards the regional project. the CIWMB estimates that the City is eligible for an annual grant of $8,13 7. The grant cycle covers three years and approximately the same amount is estimated to be available each year. Both the cities of Pleasanton and Livermore are participating in the Regional project and have requested that their allocations be utilized in this cooperative effort. '" .- Per CIWMB guidelines, cooperative projects must be composed of a working group made up of representatives from the participating jurisdictions. The working group will decide upon the activities to be undertaken with the pooled funds. Projects may include regional television advertising, bus and BART billboards, or newspaper advertising. It is not currently envisioned that the regional effort would provide any collection services. Its focus would be upon the public information and educational efforts. Should the City Council decide to participate in the project, the City would have a Staff representative serving on the working group. Staff believes that a collective regional advertising would be the most effective method to encourage waste oil recycling. A regional campaign would be able to effectively utilize the mass media in a way that would not be possible, if the City attempted to undertake such a campaign on its own. Also, participation in a regional campaign would satisfy a portion of the City's duties under the HHWE, without any significant demands on staff time and no direct expense to the City. NOW, THEREFORE, BE IT RESOLVED that the City of Dublin authorizes the California Integrated Waste Management Board to allocate the City's share of oil recycling funds to the Alameda County Outreach Effort for Oil Recycling. We want to take this opportunity to ask you to take adv~ntage of these grant funds set aside for your jurisdiction, We have made significant changes to this grant program to make it easier to apply and simpler to administer. Additionally, we have made more money available to smaller jurisdictions to encourage their participation. Four major changes have been made to our Block Grant program: 1) Simpler application process. Block Grants are non-comoetitive. All jurisdictions are eligible for funding, To participate, fill out our simple one-page application and submit it along with your authorizing document (Le" resolution). . 2) More money available for small jurisdictions. Grant funds were formerly awarded on a strictly per capita basis. However, in response to the needs of smaller jurisdictions, a minimum annual award of $5,000 for cities and $10,000 for counties is now available, Your jurisdiction is eligible for $8,137.50 annually. .":: 3) Three year grant term. Although grant awards are made annually, grant terms will now be for three years to allow jurisdictions to do long range planning for their programs. Funds may be rolled from one fiscal year to the next for the three year term, 4) Grantees may participate individually, regionally or cooperatively, Jurisdictions may apply individually for grant funds for costs associated with local used oil recycling programs. However, if your jurisdiction is not interested in applying for Block Grant funds individually, you may join a regional effort in your area, In a regional program, one jurisdiction takes the lead for other participating jurisdictions. Participating jurisdictions need only send letters of support with the lead jurisdiction's application form which authorize the lead to act on their behalf. The lead jurisdiction then implements the program and files reports and payment requests on behalf of all the participating jurisdictions. In a cooperative program, jurisdictions allocate a percentage of their Block Grant funds to the lead jurisdiction for cooperative projects in the region and retain the balance of their award.
