FINANCIAL STATEMENT: Construction Design/Inspection Total Annual Sidewalk Repair $ 20,500 $ 4,500 $ 25,000 Arroyo Vista 12,500 Sidewalk Connections 2,500 15,000 Total: 40,000 Although sufficient funds were budgeted, it was anticipated that $13,000 of the sidewalk connection project would be financed with Community Development Block Grant funds. These funds are no longer available for the project. Therefore, the Pleasanton Housing Authority has increased its contribution from $3,000 to $13,000, and the City will need to finance the remaining $2,000 from the General Fund. DESCRIPTION: Sidewalk Safety Repair Program: The annual sidewalk program has funds scheduled for each year of the Five Year Capital Improvement Program. For Fiscal Year 1985-86, $25,000 has been budgeted from the General Fund. At its meeting of January 14, 1985, the City Council adopted a policy for the repair of pedestrian hazards for the Fiscal Year 1984-85. It is Staff's recommendation that this policy again be adopted for Fiscal Year 1985-86. Arroyo Vista Project: The sidewalks inside the Arroyo Vista development were constructed prior to the design and construction of the public sidewalks along the west side of Dougherty Road, and as such, there is a grade difference between the two improvements. This project would connect the sidewalks through ramps and stairs to allow direct pedestrian access from within the project out to Dougherty Road. This project would also allow four handicap improvements within the project and add one parking space. ITEM NO.~_~ COPIES TO: POLICY FOR THE CITY OF DUBLIN for Fiscal Year 1985-86 ANNUAL SIDEWALK REPAIR PROGRAM It is the policy of the City of Dublin to cause repairs to be made to certain public improvements for the safety of the general public under the following guidelines. Improvements Included: Public improvements included under this program shall be limited to those improvements which may constitute a potential tripping hazard to pedestrian traffic such as curbs, gutters, driveways, and sidewalks. Need: Where these improvements have settled, heaved and/or cracked and offset such as to represent a tripping hazard as identified by the City Engineer, or his representative, these improvements shall be replaced. Responsibility: Where it is apparent that the damage to improvements has been caused by natural causes such as tree roots or utility trench settlement, the City of Dublin will pay for the cost of repair. Where it is apparent that the property owner fronting the damaged improvement has caused the damage, such as driving vehicles into a side yard, the property owner shall be responsible for the repair. The City Engineer shall establish a procedure whereby the property owner will be notified of the needed repair, and if not done in a specified reasonable time, he shall cause the repair to be made and the cost of repair, together with reasonable administrative costs, shall become a lien against the property. Time Limit of Policy: This policy shall be in effect for the Fiscal Year 1985-86 and thereafter be reviewed for extension, modification, or replacement. RESOLUTION NO. ESTABLISHING A POLICY FOR THE REPAIR OF PUBLIC IMPROVEMENTS DEEMED TO BE PEDESTRIAN HAZARDS WHEREAS, public improvements such as curbs, gutters, driveways, and sidewalks sometimes become damaged due to natural and man-made causes; and WHEREAS, these damaged improvements sometimes become tripping hazards to pedestrian traffic; and WHEREAS, it is in the best interest of safety to have these hazards eliminated; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Dublin to establish a policy of the City of Dublin for Fiscal Year 1985-86 entitled "Annual Sidewalk Repair Program." PASSED, APPROVED, AND ADOPTED this 24th day of February, 1986. Box 2340 Dublin, CA 94568 Re: City of Dublin Site Work at Arroyo Vista Development Dear Mr. Ambrose: The Pleasanton Housing Authority has been advised by HUD Regional Office that HUD Central Office is "pushing" to close out entirely all existing development~projects; Arroyo Vista is one of many such projects. HUD emphasizes'that the work must be done and funds ex- pended by June, 1986. Steps, rails, .handicapped cut-outs and concrete connectors between the Arroyo Vista site and Dougherty Road sidewalks still remain to' be completed. HUD has already determined the Pleasanton Housing Authority has $13,000 which we can contribute to this work. For some time now the City of Dublin has plan~ed to do the above listed work as part of its over-all HCD program. The City of Dublin was to be the "lead agency" in this matter. For its portion, the Housing Authority was to simply contribute $13,000 to the City of Dublin when all work was completed. The Pleasanton Housing Authority is dependent on the City of Dublin to complete this work by the summer '86 deadline. Otherwise HUD will rescind or take back the $13,000 that the Housing Authority now has in the bank waiting to be used as its contribution. If these funds are returned to HUD, the Pleasanton Housing Authority will not have any other funds available to assist the City of Dublin in these needed projects. Therefore, when will the City of Dublin start and what is the date of completion of this HCD work at Arroyo Vista? Please advise the Pleasanton Housing Authority in Writing, as we have all along been quite willing to work with the City of Dublin to complete this matter; this will allow us the keep HUD appraised of matters.
