"'" " CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: August 23, 1993 SUBJECT: Resolution Supporting Statewide Legislation Requiring All Workplaces and Public Places to be 100% Smoke-Free EXHIBITS ATTACHED:~raft Resolution RBCOKMENDATION'~AdoPt Resolution FINANCIAL STATEMENT: None DESCRIPTION: At the August 9, 1993 city Council meeting, Staff was directed by the Council to place the attached Resolution on the Consent Calendar of the next Council meeting in accordance with the request of Councilmember Moffatt. Cm. Moffatt has expressed a strong position that local governments should have the sovereign right to pass local laws that are stronger than state tobacco control legiSlation. Staff recommends that the City Council adopt the Resolution and direct that a copy be sent to State Representatives. ---------------------------------------------------------------------- ITEM NO. 4.7 COPIES TO: CITY CLERK FILE ~ . . RESOLUTION NO. - 93 ~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ................ SUPPORTING STATEWIDE LEGISLATION REQUIRING ALL WORKPLACES AND PUBLIC PLACES TO BE 100% SMOKE-FREE WHEREAS, the city of Dublin has discussed the passage of a comprehensive 100% smoke-free worksite and public place ordinance to protect the health of residents, workers and visitors; and WHEREAS, the State of California is considering statewide tobacco control legislation; and WHEREAS, local governments have the obligation to protect their citizens' health; and WHEREAS, local governments, in response to their communities' wishes, should have the sovereign right to pass local laws that are stronger than state tobacco control legislation. NOW, THEREFORE, BE IT RESOLVED that the Dublin city council urges the California State Senate and Assembly to support statewide legislation that would require all workplaces and public places to be 100% smoke-free. BE IT FURTHER RESOLVED that the Dublin city Council reaffirms its commitment to protecting the health and safety of its citizens by passing local laws to ensure a smoke-free environment; and BE IT FURTHER RESOLVED that the Dublin city council urges all Dublin citizens and workers to inform our state representatives of our support for statewide tobacco control legislation that allows communities the option of passing stronger local laws.
