ATTACHMENTS: FINANCIAL STATEMENT: Sufficient funds have been included in the FY 1998-99 budget to cover the costs associated with the creation of the new Associate Civil Engineer position. There is no fiscal impact in approving the revisions to the Parks and . Community Services Director position. DESCRIPTION: Pursuant to the City's Personnel System Rules. ajob description and salary range must be adopted for each classification in the organization. The job description typically includes general purpose, essential duties and responsibilities. knowledge. skills. abilities and requirements of the position. Additionally. if a position is established under the Management Position exempt from Competitive Service Resolution. then an amendment to incorporate the new or updated job description is required. CLASSIFICATION PLAN . Staff has prepared a job description for the new Associate Civil Engineer position as approved in the adopted City Budget for FY 1998/99. The proposed description outlines the responsibilities of the Associate Civil Engineer position which includes planning and directing engineering work for traffic studies and reports, and other public works construction, maintenance and improvement projects. Monies have been authorized in the budget for the addition of the Associate Civil Engineer position. Staff also proposes changes to the job description of Parks and Community Services Director. The proposed changes are based on the need to expand the scope of the position to include additional functions, such as park development and construction activities and bring the title consistent with the ------------------------------------------------------------------------------------------------------------- .--- COPIES TO: ITEM NO. 4,!J 3 K2/G/cc-mtgs/forms/form.as.doc Department name and the actual functions performed by this position. The proposed changes to the Parks and Community Services Director job description includes a new title (from Recreation Director to Parks and Community Services Director) and expanded job duties to include directing the acquisition, design, . construction and maintenance of recreation building, parks, recreation areas and facilities as described. There is no change to the existing salary for this position. Staff recommends that the City Council adopt the attached Resolution amending the Classification Plan, which incorporates both Associate Civil Engineer and Parks and Community Services Director positions (Exhibit 1). SALARY PLAN Included in the City's Personnel System are Resolutions, which address salary ranges for both part-time and full-time personnel. The salary range provides a minimum and maximum salary to be paid for each position. The proposed salary ranges are based on market conditions determined by a survey of comparable positions in similar agencies. The recommended salary range values for the position of Associate Civic Engineer is $4,654 - $5,817 per month. This salary range represents the average salary for similar positions in other cities, which staff surveys. As stated earlier, there is no salary modification to the Parks and Community Services Director position. Staff recommends that the City Council adopt the attached Resolution amending the Salary Plan, which incorporates both Associate Civic Engineer and Parks and Community Services Director positions . MANAGEMENT POSITIONS EXEMPT FROM COMPETITIVE SERVICE The City Council has adopted a Resolution, which prescribes leave benefits for those employees who are exempt from the competitive service. In recommending the approval of the revised job description for the position of Parks and Community Services Director, it is also necessary to make the corresponding title change amendment to the Management Resolution. All remaining sections of this document remain in tact. Staff recommends that the City Council adopt the attached Resolution amending the Resolution Establishing Management Positions Exempt from Competitive Service and Prescribing Leave Benefits for the Positions, which pertains only to the title of the Parks and Community Services Director position (Exhibit 3). A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********* AMENDING THE CLASSIFICATION PLAN WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent resolutions. which comprise the Classification Plan; and WHEREAS, it is necessary to periodically add job descriptions to the adopted Classification Plan; and WHEREAS, it is also necessary to update existing job descriptions to insure that the qualifications required are appropriate to the classification. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent resolutions shall be further amended to include a new job descriptions for the positions of Associate Civil Engineer (Attachment A) and Parks and Community Services Director (Attachment B). BE IT FURTHER RESOLVED that this document shall become a part of the official Classification Plan for the City of Dublin; and that the changes contained herein shall be effective . December 15, 1998. Associate Civil Engineer FLSA: Exempt General Purpose: Under general administrative direction, supervises and performs varied and complex professional civil and traffic engineering work in connection with the design, construction, maintenance and plan reviews of street improvements; may oversee contract compliance activities as they relate to construction contract procedures; and prepare plans, specification, progress reports and other engineering materials; and performs related work as required. Distinguishing Characteristics: This is the journey level in the professional engineering class series. Positions in this class perform complex professional engineering work and coordinate the work of lower level professional and technical staff. Appointment to this level requires considerable administrative, analytical and technical skills acquired by professional training and experience. Incumbents of this classification are expected to have considerable knowledge in traffic and transportation, right-of-way acquisition, California Map Act, current development and capital improvement projects. . Essential Duties and Responsibilities: Plans, organizes, and directs engineering work in connection with public works construction, traffic studies, maintenance and improvement projects. Prepares and supervises the design of engineering plans and specifications for the construction of streets, street lighting, traffic signals, drainage structures, parking facilities and other public works projects. Serves as plan check engineer or project manager on routine projects including defining project scope; selecting consultants; negotiating contracts, change orders and amendments; preparing and monitoring project schedules supervises the checking of subdivision plans for conformance to City standards. Date Adopted: Date Revised: 12-15-98 Title: Parks & Community Services Director FLSA: Exempt General Purpose: To direct, plan, organize, and administer the activities and operations of the Parks and Community Services Department; to manage the acquisition, development and operation of parks, recreation areas, and facilities; to coordinate department activities with other City departments and outside agencies; and to provide highly responsible and complex administrative assistance to the City Manager. Distinguishing Characteristics: This is an Executive Management/Department Head class with full responsibility for the management of multiple function service delivery areas within the City. Reports to and receives direction from the City Manager. Employees at this level receive administrative direction from the City Manager in terms of goals. Department Head positions are reviewed in terms of results. . Essential Duties and Responsibilities: Develop, plan and implement department goals and objectives; develop and administer policies and procedures. Plan and direct the activities of a comprehensive recreation, leisure and cultural services department; supervise and coordinate department activities with those of other departments and outside agencies and organizations. Provide administrative assistance to the City Manager; prepare and present reports to the City Council, Parks and Community Services Commission and various committees and commissions concerned with recreational, leisure and cultural service programs and activities. NOW, THEREFORE, BE IT RESOLVED that the position of Parks and Community Services Director shall be designated as a Management Employee under the City's Personnel Ordinance; and BE IT FURTHER RESOLVED that the position of Parks and Community Services Director shall . be granted leave benefits in accordance with City Resolution 142-90, as amended.
