Authorization to Waive Competitive Bid Requirement - Purchase of
Traffic Signal Controllers

RECOMMENDATION:
11 . ~ Waive competitive bid requirement and authorize Staff to purchase
(if' traffic signal controllers under Section 2.36.050(A)(2) ofthe Dublin
Municipal Code
FINANCIAL STATEMENT:
The purchase price for two Traconex TMM-500 controllers is
$9,742.50 (including sales tax).
DESCRIPTION: At the January 20, 1998, meeting, the City Council authorized an
appropriatiQn to purchase and install two new master controllers for the City's traffic signal system. The
purchase price ofthe controllers is $4,500 each, plus tax, for a total purchase amount of $9,742.50.
The City's Municipal Code requires that purchases of this amount be competitively bid; however, the only
controllers that are compatible with the City's signal system are the Traconex brand, which are distributed
by IDC (Intersection Development Corp.).
Staff therefore recommends that the City Council authorize a waiver of the competitive bid requirement
and authorize Staff to purchase the controllers under Section 2.36.050(A)(2) of the Dublin Municipal
Code.
