Staff feels that cost reductions can be achieved by soliciting new
proposals for service.
DESCRIPTION: On May 28, 1991, the City Council approved an agreement for
City facilities janitorial services with Grapevine Cleaning Service. The agreement was subsequently
extended for an additional one-year period in 1992.
While the quality of Grapevine's performance has basically been good, Staff feels that it may be
possible to reduce the cost of janitorial services by soliciting new proposals. The City's purchasing
ordinance provides that proposals (rather than bids) may be solicited for maintenance service
contracts, and that the contractor may be selected on the basis of factors such as experience, staffing,
and references as well as price. Proposals received in 1991 varied by as much as $2,000 per month,
with Grapevine's being the highest; however, following an extensive reference check and interview
process, Staff selected Grapevine because they seemed best able to provide the type of service the City
was looking for.
Since the total annual cost of the janitorial contract is significant, Staff feels that this is an area in
which expenses can be reduced, hopefully without sacrificing the appearance of the City's buildings.
If necessary, however, the scope of work can be reduced to meet available funds once a contractor has
been selected.
Staff recommends that the City Council authorize issuance of a Request for Proposal for janitorial
services, with the new contract to begin July 1, 1993.
