Adopt Resolution RECOMMENDATION: FINANCIAL STATEMENT: Adequate funds are available in the FY 95-96 Budget DESCRIPTION: The 13th Annual St. Patrick's Day Celebration is scheduled for Saturday, March. 16, 1996. Once again the Dublin Lion's Club will sponsor the parade, the City's Parks and Community Services Department will plan and organize the community celebration, and the Dublin Chamber of Commerce will work with the business community to promote the Celebration. PARADE .e traditional St. Patrick's Day Parade features local bands, service clubs, youth gro~ps, City dignitaries, and floats. The parade route that has been used successfully for the past several years IS as follows: . South on Amador Plaza Road East on Dublin Boulevard North on Village Parkway West on Amador Valley Boulevard Amador Plaza Road was utilized as the staging area for the parade and the parade disbanded on Regional Street just before Payless Shoe Source. The route has been reviewed and approved by Dublin Police Services as well as the City's Public Works Department. Staff recommends that the parade route remain unchanged. The Parks and Community Services Commission has reviewed the parade route and also recommends that the route remain unchanged. rnMMTT7\TTTV r'J;'T J;'D 114 'F.10N' For the ~ast three years, the. Shamrock .Village Shopping Center on Amador Valley Boulevard has been the location of the commumty celebratIOn. The celebration has been welcomed by the merchants of the center and has be~n suitable for the various activities organized by the City. M The components of the celebration are as follows: Arts & Crafts Fair Carnival Games Food Booths Information Booths Last year, the following fee structure was adopted by the Parks and Community Services Commission for participating Non-profit groups, Arts and Crafts vendors and Businesses: Commercial/Business Section Entertainment (3 stages) Children's Hands-on Craft Area (new) r " .. . In exchange for their manpower, the group receive a percentage of the profits, after expenses. This fee structure encourages participation while helping to reduce the City's expenses for the event. Staff does not recommended and increase for the 1996 celebration. . The Parks and Community Services Commission has reviewed the location and fee structure for the community celebration and also recommends that it remain unchanged. BUSINESS PARTICIPATION For the past four years, local businesses were invited to stage sidewalk sales in conjunction with the celebration. Also, promotional sign processing fees and time allotment were waived for the businesses who included" St. Patrick's Day Celebration" on their promotional signage. There were a number of businesses who took advantage of these two promotional opportunities. The merchants within the Shamrock Village Center took particular advantage of these promotional opportunities. In addition, Staff will once again solicit corporate sponsorship for various Celebration components. In return for major sponsorship, the sponsors can have a display at the Celebration and are identified as a sponsor on all promotional materials. Last year, Miller Brands Was very well received in sponsoring the Community Stage and free Soccer Goal kick game. It is recommended that these three components again be included in the Celebration in order to promote the Celebration and solicit greater participl'Itinn frnm thp~ hll~inp.~~p.~ community. The Parks and Community Serviees-Cemm1ssion concurs-With this recommendation. CONCLUSION It is recommended that the City Council take action on the following items: 1. Approve the parade route 2. Approve the location of the community celebration 3. Adopt Resolution approving sidewalk sales and promotional signs. . l .. RESOLUTION NO. - 95 . A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********* SUPPORTING THE 1996 ST. PATRICK'S DAY CELEBRATION WHEREAS, the City of Dublin has for the last twelve years sponsored a community-side St. Patrick's Day Celebration; WHEREAS, the City of Dublin and the Dublin Chamber of Commerce have joined together for the planning of the 1996 celebration; and WHEREAS, in an attempt to gain business participation in the annual celebration it has been recommended that businesses be allowed to conduct sidewalk sales on the day of the celebration and be allowed to display additional promotional signage; and WHEREAS, the City Council finds that approval of these requests promote the St. Patrick's Day Celebration in a positive manner. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby approve the following: . 1. 2. Citywide Sidewalk Sales on Saturday, March 16, 1996 Waiver of promotional sign processing fees and waiver to two weeks of promotional sign display provided; a) promotional sign permits are obtained b) "Dublin St. Patrick's Day Celebration" is included in signage c) signage is displayed two weeks or less prior to the March 16, 1996 celebration.
