This project provides free weatherization for eligible low income honeowners . The growth rate of our state additionally increases the demand for energy. Conservation provides a means of saving both energy and money. PGandE has contracted with Cal-Neva, a Community Action Association to provide FREE weatherization for eligible low income homeowners through a program called PROJECT HELP. The project has $19,000,000 available to insulate qualifying homes in the PGandE service area. Their goal in Contra Costa and Alameda Counties is 4,050 homes during 1983, The program does not cost the City or the homeowner anything yet provides a vital service to those members of your community economically unable to take advantage of other weatherization programs. We realize that this program will not solve all of our energy problems but it is a positive step and I urge the City Council to endorse this effort through adoption of a resolution of support. I have enclosed copies of a draft resolution and a program brochure for each council member as well as copies of a letter which may be reproduced for use by the council members in encouraging local participation in this program. It is requested that this item be placed on your October 24, 1983 City Council agenda for consideration. I will plan to attend and answer any questions the council may have. Sincerely, h � #0& L. R. We in Northern California have a tremendous growth record and as we grow, so does the demand for energy. These demands can be cut if we conserve, thereby saving both energy and money. I am very concerned about the effects that rising energy costs are having on our senior citizens and others who may be living on fixed incomes or experiencing an economic hardship. ' PGandE has contracted with California/Nevada (Cal-Neva) , a Community Action Association and Family Tutorial to provide a FREE weatherization program for eligible low income home owners in-Alameda County. This is one of the ways PGandE is addressing your concern and my concern for saving energy. You may, therefore, hear or see advertising of this program called PROJECT HELP. I assure you this is a program which all homeowners who qualify should take advantage of. I know you may find it 'difficult to believe the weatherization program being offered by PGandE, Cal-Neva, and Family Tutorial is FREE to all eligible home owners; but it is. You may qualify if: 1 . You are a home owner living in your home. 2. You meet the program' s income guidelines. Family Tutorial will determine if you are eligible to benefit from the program. If you qualify, they will provide the materials and labor FREE of charge. Neither PGandE, Cal/Neva, nor Family Tutorial will bill you or place a lien on your property; the weatherization is at NO COST to you now or in the future. We realize that this FREE weatherization program will not solve all of our energy problems, but it is a step in the right direction, and I as your City Council member endorse these efforts. With your help and .mine, conservation can help keep the cost of gas and electricity down. I encourage you to take advantage of this FREE weatherization program. Sincerely, Item 5.2 Exhibit Missing PG&E Project HELP Brochure RESOLUTION NO. - 83 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN -------------------------------------- SUPPORTING PG&E ' s NO COST WEATHERIZATION PROGRAM PROJECT HELP WHEREAS, the City of Dublin is committed to energy conservation and recognizes the importance of weatherizing homes in an effort to make them more energy efficient and control utility bills during time of extreme weather conditions; and WHEREAS, conservation efforts are being fostered by Pacific Gas and Electric Company in cooperation with Family Tutorial for the purpose of weatherizing eligible customers ' homes ; and WHEREAS , this no-cost weatherization program is being offered by Pacific Gas and Electric Company and Family Tutorial to the qualifying utility customer . NOW, THEREFORE, BE IT RESOLVED that the City of Dublin joins in supporting Pacific Gas and Electric Company and Family Tutorial in their efforts to help promote energy conservation through the free home weatherization program called PROJECT HELP .
