FINANCIAL STATEMENT: No cost to the City. Participation in this program
will provide funds to the Tri-Valley area for the
purpose of providing employment and training services
to the underemployed and the unemployed.
DESCRIPTION The City has received a request from the Alameda
County Training and Employment Board/Associated Community Action Program
(ACTEB/ACAP) , that the City adopt a resolution agreeing to continue to
participate in the 13 member consortium that makes up ACTEB/ACAP, and
further, enter into a joint powers agreement with the members of the Alameda
County Training and Employment Board once the Governor of the State of
California has designated this consortium as a service delivery area as
defined under the job training partnership act.
This action on the part of the City Council is necessitated by the passage
of the Job Training Partnership Act which replaces the Comprehensive
Employment and Training Act. A service delivery area, as defined under the
Act must have a population of at least 200, 000 . Therefore, the only City
within the County of Alameda that qualifies to form its own service delivery
area would be the City of Oakland.
The primary purpose of this program is to provide comprehensive employment
and training services to the economically disadvantaged, underemployed, and
unemployed persons of Alameda County. Attached you will find a program
directory of the services that are presently being provided as of March 1983
through ACTEB/ACAP.
RECOMMENDATION
It is Staff ' s recommendation that the City Council adopt the attached
resolution.

ALAMEDA COUNTY TRAINING AND EMPLOYMENT BOARD
APPLICATION FOR
SERVICE DELIVERY AREA DESIGNATION UNDER
THE JOB TRAINING PARTNERSHIP ACT (JTPA)
BACKGROUND:
The successor legislation to the Comprehensive Employment and Training Act
(CETA) is currently in the transition to implementation stage and requires
various actions on the part of local governments to effect this transition.
The new legislation - the Job Training Partnership Act (JTPA) - is a block-
grant system on the federal level granting program funding to the individual
states, for administration within the State by the Governor.
JTPA legislation requires each Governor to designate Service Delivery Areas
(SDA) , which may consist of one or more units of general local government.
The SDA is to be consistent with labor market areas or provide services to
a substantial portion of a labor market area. The designation of SDA's by
the Governor will replace the current "Prime Sponsor" designation given to
local governments or consortia under the CETA legislation, as well as change
the focus of employment and training administration in California from
Washington D.C. to Sacramento.
ACTIONS REQUIRED
The State of California is now officially soliciting applications from local
governments regarding Service Delivery Area (SDAs) designation. Invitations
for local governments to submit their intentions to be SDAs, or form consortia
SDAs, have been issued by the State Employment Development Department in
Sacramento. Completed application packets must be submitted by February 25, 1983.
The Alameda County Training and Employment Board (ACTEB) Governing Board has
already officially approved the continuance of the current thirteen (13) member
consortium of jurisdictions to serve as a JTPA Service Delivery Area (SDA) .
Please see the attached Membership list for consortium members and designated
representatives to the ACTEB Governing Board.
It is necessary at this time for each member government to pass a resolution
agreeing to the consortium and agreeing to enter into a Joint Powers Agreement
once the area is officially designated as an SDA by the Governor. A copy of
each member government's resolution and the signature of the Chief elected
official must be submitted, with the completed SDA application package, to
Sacramento by the February 25, 1983 deadline.

RESULTS OF SDA DESIGNATION
The Governor will make preliminary SDA designations in March and finalize
all SDA designations in April. Under the current planning approach, and in
conformance with existing legislation, the ACTEB Governing Board of thirteen
(13) member governments will continue as the administrative body for JTPA
employment and training activities in the ACTEB service area of Alameda
County. This service area is comprised of the whole of Alameda County,
excluding the cities of Berkeley and Oakland.
RE COMMENDATI ON:
Pass an appropriate resolution indicating agreement to the consortium, and

agreement to enter into a Joint Powers Agreement once the area is
designated a Job Training Partnership Act (JTPA) Service Delivery Area
(SDA) .

ABOUT ACTEB/ACAP
The Alameda County Training and Employment Board/Associated Community
Action Program (ACTEB/ACAP) is a unique consortium of twelve cities
and the County of Alameda established to support and advocate the
delivery of human services to all of Alameda County, excluding Berkeley
and Oakland.

As a Prime Sponsor, ACTEB administers programs which will provide job
t training and employment opportunities for underemployed, unemployed,
and economically disadvantaged persons under a mandate from the Job
Training Partnership Act (JTPA) . ACTEB's funding source is the U.S.
Department of Labor -. Employment and Training Administration.
As a community action agency, ACAP grants funds to community-based
grass roots organizations so that they may provide services to the
poor. ACAP's funding source is the California State Office of
Economic Opportunity.

RESOLUTION NO. - 83
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
DESIGNATING THE SERVICE DELIVERY AREAS UNDER THE
JOB TRAINING PARTNERSHIP ACT
WHEREAS, the City of Dublin is a member of the
consortium establishing the Alameda County Training and
Employment Board (ACTEB) , the designated Employment and Training
Agency in Alameda County; and
WHEREAS, the consortium comprised of twelve Alameda
County cities and the unincorporated area of Alameda County was
formed for the express purpose of providing comprehensive
employment and training services to the economically
disadvantaged, underemployed, and unemployed persons of Alameda
County; and
WHEREAS, the Federal legislation known as the Job —
Training Partnership Act requires that application be made to the
Governor of the State of California to establish the Alameda
County Training and Employment Board (ACTEB) as a designated
Service Delivery Area ( SDA) under this legislation; and
WHEREAS, it is the intent of the City of Dublin to
remain within the consortium designation represented in the
Alameda County Training and Employment Board (ACTEB) .
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Dublin agrees to its continued membership in the
consortium known as the Alameda County Training and Employment
Board (ACTEB) ; and
BE IT RESOLVED that the City council of the City of
Dublin agrees to enter into a Joint Powers Agreement with the
members of the Alameda County Training and Employment Board
(ACTEB) once the Governor of the State of California has
designated this consortium as a Service Delivery Area (SDA) under
the Job Training Partnership Act (JTPA) ; and
BE IT FURTHER RESOLVED that the City Council of the City
of Dublin requests that the Governor of the State of California
take prompt action to approve the designation of the Alameda
County Training and Employment Board consortium as a designated
Service Delivery Area (SDA) for the purpose of providing
employment and training services to the residents of Alameda
County as authorized in the Job Training Partnership Act (JTPA) .
