SUBJECT: Recognition of Volunteers and Presentation of Plaque
for the Topaz Circle Landscaping Project

FINANCIAL STATEMENT:
Budget $ 28,000.00 (City's share: $17,000)
Actual Cost $ 27,792.63
City Funding - General Fund $ 16,792.63
DSRSD 7,000.00
ACFC - Zone 7 4,000.00
TOTAL $ 27,792.63
In addition, the cost of the plaque is $290 and installation is estimated to cost
$150. These costs are paid from the Park Maintenance budget.
DESCRIPTION: For fiscal year 1992-93, a number of residents in the Topaz
Circle/Coral Way area had requested $17,000 from the City to begin landscaping
along the Dougherty Hills Open Space Park slopes. The funds were granted with the
understanding that the money would be used primarily for materials and that the
residents would volunteer their time for the actual installation of plant material
and irrigation system. The residents were also going to attempt to get additional
monies contributed by DSRSD and Alameda County Flood Control - Zone 7 as a portion
of the north face of the Topaz Circle slope served as an access road to the water
tank located at the top of the Dougherty Hills ridge.
Five of the families (the Fasulkeys, the Lingens, the Trippis, the Sevillas and
Mr. Gelster) served as coordinating committee of the project and the project was
successfully completed in June of 1993. Approximately 50 people participated,
volunteering over 1,300 hours of their time.
This project is a good example of residents giving their time to better their City
and saving Dublin scarce funding for this type of project.
