Confirm appointments recommended by Mayor Houston (Marjorie Wong- Gillmore, George Cramer and Jeffery B. Chapman) or provide appropriate direction to Staff. FINANCIAL STATEMENT: None DESCRIPTION: As a result of advertisements placed in local newspapers, 6 people applied for 2 openings on the City's Parks and Community Services Commission by the December 22, 1994, deadline. A third opening will be created if Parks and Community Services Commissioner Steve Lockhart's appointment to the Planning Commission is confirmed by the Council. On January 9, 1995, Mayor Houston requested that the City Council confirm the appointment of Marjorie Wong-Gillmore, George Cramer and Jeffery B. Chapman to the Parks and Community Services Commission. At the January 9th City Council meeting, by a majority vote, the Council directed that the appointments be continued to this meeting in order that the Council could have an opportunity to review the applications submitted by all interested individuals. To give something back to the community in which I've lived for 11 years; to lend m ex ertise in athletics and recreation and to hel the cit work toward the creation of new and badly-needed facilities and programs, as well as the renovation of others. 2. Moreover, having been a sportswriter for the Herald and Oakland Tribune, I've covered athletic events in Dublin...from Little League to Dublin High varsity sports 3. What knowledge do you have of the programs offered through the Parks and Community Services Department? Have you or a family member participated in a program sponsored by the Department? I'm not as well versed on all the as I ho e 0 be soon, but I, as well as my two children, have participated in numerous de artment-s onsored ro rams. Just recentl I concluded in a co-ed adult softball leaque on Sunday niqhts 1n Dublin. 4. Are there additional park facilities and' recreation programs needed by the community? Please describe. Quite clearlY, there is a need for another gymnasium-type facility 1n Dublin. As man as 20 cornrnunit and sch over themselves in the Dublin Hiqh and Wells Middle School qyrnnasiurns. User fees should reflect coverinq the costs associated with thp- prngrams, not makin However if the valle fees that are slightly higher than costs, those net proceeds could fund non-revenue-producing projects that are seen as worthwhlle. 6. The city application is enclosed. We moved into Dublin ten years ago this month. My family consists of my wife, Cathy, and our three children aged seven, nine, and ten. We are active in city recreation as well as organized sports. We are in little league, basket ball, soccer, and after school and summer recreation programs. My wife and I participate in Dublin's volleyball and business softball leagues. I feel very strongly about the value of community based recreation and services activities. I want to see Dublin's continued support and development of these programs. My family, and I, are committed to community involvement. We are committed to returning to Dublin our service for these fine programs. I can be a viable and valued member of the Parks and Community services commission. In addition to my personal interest, I have some experience working on boards. e e I am currently the vice president of the Dublin United Soccer League. DUSL has over 900 players. serving on this board has been an exciting and rewarding experience. I am Past President of the Northern California Fraud Investigators Association. During my six years on this board, I have seen our membership grow from two hundred members to over five hundred. Professionally, I am retired from the San Leandro police Department. I served sixteen years before being disability retired~ I am employed by the R.J. Frasco Agency, Inc. As Vice President of Northern California operations, I oversee three branches and forty employees. I served honorably in the U.S. Navy from 1965 through 1968. MY PRIMARY REASON IS TO BE OF SERVICE TO THE COMMUNITY. I HAVE SUCCESSFULLY SERVED ON THE PARKS AND RECREATION COMMISSION FOR THE PAST FOUR YEARS AND I BELIEVE I HA VB DONE A RESPONSIBLE JOB REPRESENTING THE PEOPLE OF DUBLIN AND WOULD LIKE TO FURTHER CONTRIBUTE TO THE COMMUNITY BY BEING APPOINTED FOR A SECOND TERM. 2. BECAUSE OF MY FOUR YEARS OF SERVICE ON THE COMMISSION, I HAVE EXTENSIVE KNOWLEDGE OF ALL CURRENT PARKS AND RECREATION FACILITIES. I HAVE HAD THE OPPORTUNITIES TO LEARN THE DACKGROUND OF EACH PARK AND BUILDING AND BECOME FAMILIAR WITH THE FUTURE PLANS FOR EACH OF THESE FACILITIES. 3. WHAT KNOWLEDGE DO YOU HAVE OF THE PROGRAMS OFFERED THROUGH THE PARKS AND COMMUNITY SERVICES DEPARTMENT? HAVE YOU OR A FAMILY MEMBER PARTICIPATED IN A PROGRAM SPONSORED BY THE DEPARTMENT? I AM VERY FAMILIAR WITH INFORMATION ON PROGRAMS BECAUSE IT HAS BEEN ROUTINELY REVIEWED AT COMMISSION MEETINGS. MY FAMILY AND I ARE INVOLVED IN MANY ACTIVITIES. WE RECENTLY HAD BREAKFAST WITH SANTA AND ALSO ATTENDED THE TREE LIGHTING. BOTH OF MY SONS HAVE GONE THROUGH THE TIME FOR TWOS AND THREES CLASSES AND HAVE PARTICIPATED IN SWIM LESSONS. MY WIFE HAS TAKEN MANY ART AND FLORAL CLASSES THROUGHOUT THE YEARS. I HAVE ALWAYS MADE IT A PRIORITY TO MAKE APPEARANCES AT RECREATION EVENTS AND TO TALK WITH THE STAFF. 4. ARE THERE ADDITIONAL PARK FACILITIES AND RECREATION PROGRAMS NEEDED BY THE COMMUNITY? PLEASE DESCRIBE. YES. I PERSONALLY DON'T FEEL WE CURRENTLY HAVE ADEQUATE FACILITIES FOR OUR CITIZENS. WE HAVE IDENTIFIED CERTAIN NEEDS AND HAVE MADE FUTURE PLANS TO MEET THEM WHICH INCLUDES THE PLANS FOR EAST DUBLIN. UNFORTUNATELY, FUNDING IS THE PRIMARY REASON WE ARE UNABLE TO ADD ADDITIONAL F ACILlTIES OR MAKE CERTAIN UPGRADES A HIGHER PRIORITY. I FEEL VERY STRONGLY THAT THE IRON HORSE TRAIL SHOULD GET A HIGH PRIORITY. IT IS IMPORT ANT THAT OUR CITY WORK TO COMPLETE THE LINK THAT WILL CONNECT THE ENTIRE SAN RAMON VALLEY. e e 5. HOW DO YOU FEEL ABOUT USER FEES FOR RECREATION PROGRAMS AND PARK/FACILITY RESERVATIONS? WE HAVE COME TO A POINT WHERE USER FEES ARE NECESSARY. I DON'T FEEL THAT A PROFIT NEEDS TO BE MADE. THE ADULT PROGRAMS SHOULD BECOME SELF SUFFICIENT WITH THE IDEA THAT CHILDREN'S PROGRAMS CAN BE OCCASIONALLY SUBSIDIZED SO THAT THEY ARE AFFORDABLE AND AVAILABLE TO ALL FAMILIES THAT WANT TO PARTICIPATE. 6. HOW DO YOU FEEL ABOUT MAKING A DECISION FOR THE OVERALL GOOD OF THE COMMUNITY BUT UNPOPULAR WITH NEIGHBORS OR ORGANIZA nONS? A COMMISSIONER NEEDS TO CONSIDER THE OVERALL COMMUNITY IN MAKING DECISIONS. AT SOME MEETINGS WE OCCASIONALLY NEEDED TO MAKE UNPOPULAR DECISIONS FOR THE OVERALL GOOD OF THE PROGRAM AND THE COMMUNITY. 7. WHA T IS THE MOST IMPORT ANT CONTRIBUTION YOU CAN MAKE AS A MEMBER OF THE PARKS AND COMMUNITY SERVICES COMMISSION? I BRING A KNOWLEDGEABLE UNDERSTANDING OF WHERE WE HAVE BEEN, WHERE WE ARE CURRENTLY, WHERE WE WILL BE GOING IN THE FUTURE AND WHAT IS NEEDED TO GET THERE. Having worked for 6~ years for the Hayward Area Recreation Department, I feel I may have some experiences & knowledge of benefit to the citizens of Dublin. 2.
