Mayor Houston and em. Howard serve as the Citizen & Organization of the Year Committee. Once nominations have been made, the Mayor arranges for the judging to be done by members outside the City of Dublin. This year's judges \vere Bob Phil COX, Mark Sweeney and Brad Hirst. The winning citizen is announced/recognized at a City Council meeting with a proclamation and by having their name placed on a perpetual plaque. They are invited to participate in the 5t. Patrick's Day parade and festival and are the City's guest at the Chamber of Commerce's annual St. Patrick's Day luncheon where they are presented with a plaque by the Mayor. The citizens nominated this year include: Dave Burton, Betsy Chapman, Jessica & Michael Johnston, Patricia Lee, Patti Lev,"is, Irene Phillips and Arlene Silvas. Letters have been sent to all nominees advising them of their nomination. '" -, , .. ~" - '._'L ~ A PROCLAMA TION OF THE CITY COUNCIL CITY OF DUBLIN, CALIFORNIA WHEREAS, in 1994, Betsy Chapman began her quest for a community gymnasium ds an eighth grade basketball player facing the frustrations of inadequate court facilities, and saw her dreams for a community gym come to fruition in December 1998, when the Dublin Community Gymnasium was completed and ready to open its doors for City-wide use; and WHEREAS, Betsy Chapman continued her community service as one of three state.wide finalists for the California State Board of Education, Student Representative, and by serving as the Dublin Unifxed School District's Board of Trustees' 1998- 99 Student Representative, as well as being one of the founding members and current president of the City of Dublin's Youth Advisory Committee; and ..'j 1 j ;, ; WHEREAS, in 1998, Betsy Chapman was chosen by Conex Cable of Dublin to visit Japan as a u.s. Junior Ambassador and was honored as the Contra Costa Times Junior Woman of the Year for Contra Costa County/Tri- Valley; and .;-,. " WHEREAS, Betsy Chapman further served her community in 1998 by working as tin AIDS Peer Educator; served as a Dublin representative on the Tri. Valley Community Fund's Tri. This young woman has been involved more and accomplished more than all but a handful of individu- als in the history of the City of Dublin. . This rugh school senior has numerous academic and extracurricular honors at Dublin High School, but her activities outside the walls of Dublin High are what set her apart from others in the community. Topping the list of accomplishments is the opening of the Dublin Community Gymnasium (see enclosed). After a long and lengthy process and construction period, the gym was completed in December, 1998. If not for the efforts of Betsy Chapman, who spearheaded this project, I can assure you that the gym would not have been built. As the Tri- Valley Herald wrote, "Betsy Chapman also desen'es praise. She crys- tallized an issue when she stepped forward, and now apparently it,'s going to come to fruition. It's another example of how one voice can move people to action." In 1998, Betsy was one of three state-wide finalists for the California State Board of Education, Student Representative and she is the Student Representative '98-'99, on the Dublin Unified School District's Board of Trustees. Betsy is one of the founding members and current president of the City of Dublin's Youth Advisory Committee. . Outside the realm of education, Betsy. has a list of community service accomplishments second to none. In 1998, Betsy worked as a Dublin Unified School District AIDS Peer Educator. Trus person has all of the "normal" accomplishments of a special high school student; student body offices, California Scholastic Federation member, athletic and academic awards. But no person has done more to represent the City of Dublin and the entire Tri- Valley with such dedicated and unselfish effort to better her community with her nu- merous accomplishments in 1998. Betsy will have many choices open to her in the future. I have no doubt she will be a success in whatever she chooses. My hope is that her choice will lead her back to Dublin. . 'Last October, Betsy Chapman' . appeared before the City Council to point out that gymnasium space in Dublin is limited. She appealed for action. That started a process that neared culmi- nation Tuesday night when a joint City Council-school board meeting voted to con- struct a large new gym on the Valley High School c~pus. The district had planned to build a gym at Valley High using proceeds from a bond issue that voters re-authorized two years ago. To accormnodate conununity use, the gym needed to be expanded. The deal that the two agencies tentatively agreed to will create a 10,000-square-foot gym instead of the 6,000-square-foot one the school had planned to construct. In exchange, the city will spend about $71,500 annually to operate the gym. That will include hiring two people plus main- taining the facility. Valley High students will use the facility during the day, and then it will be turned over to the city in the afternoon. There's no conflict, because the continuation school doesn't offer after-school athletics. We commend the City Council and the school trustees for moving quickly to make a deal that will serve all of their constituents well. Gym space has been at a premium in Dublin, particularly since the huge old fa- cility at Camp Parks burned last year. Betsy Chapman also deserves praise. League (DUSL) since 1996. She and her husband Richard reside in Dublin with their daughter Mallory and son Brandon. Patty's children have played soccer in Dublin for several years. Patty has devoted endless hours to Dublin's youth soccer program. In addition to her duties as President of the DUSL Board, Patty puts in time at the District level of the California Youth Soccer Association (CYSA) as Dublin's representative for its competitive soccer program. DUSL hosts three tournaments in town on a yearly basis and Patty worked at all three last year managing such responsibilities as score keeping, field marshalling and even handling a 911 emergency on the field when a Dublin player broke her arm during a game last August. She has successfully represented Dublin to the various Bay Area families who participated in the tournaments. Patty served on the Emerald Glen task force last year because it was important to her to contribute to the growth of our City and to ensure the development of additional soccer fields for our youth. She has attended City Council meetings when issues affecting Dublin youth soccer have been involved and has developed a favorable relationship with members of the Dublin Park and Recreational Department as well as many other members of Dublin's City government in administering the needs of the DUSL. . With the financial assistance of the City, as well as many other sources, DUSL developed a youth soccer field at Camp Parks in 1997. Patty worked hard in 1998 to ensure that the field was properly maintained by working closely with a local construction company and Colonel Black at Camp Parks. Through Patty's efforts, DUSL was able, for the first time, to provide fields this past December for CYSA's Association Cup Tournament in the Under 12 Girls age bracket. Teams from all over Northern California came to Dublin not only to play soccer but also to spend time and money in our community. For many of these soccer families, it was their first visit to our City. Patty was out at the fields in the cold both weekends checking in teams and supplying coffee, hot chocolate and doughnuts to the group. When the weather turned sour and the Dublin High fields were closed, Patty, instead of canceling the Tournament, moved the competition to the field at Camp Parks. She also moved the coffee and hot chocolate! In conclusion, Patty has tirelessly managed and promoted Dublin youth soccer both inside and outside our community. She has enhanced the local economy by bringing business into the community and has been involved in planning Dublin's future growth. She sets a good example for our youth in how she handles herself and how she represents DUSL both inside and outside of Dublin. She is a volunteer for Hope HosDice, preparing most mail-outs, delivery person for people in the hospice program that need help moving household items. and/or keeping appointments. Irene is a driver for patients that go to the Pleasanton Dialysis Clinic for dialysis treatments. Irene is also on-call for patients services at the Livermore Veterans Hospital [Irene is a veteran of the US Army], Battered Women Center, and helped with the GinQerbread Cookie Sale Fund Development program. Irene .- - also helps staff with the American Cancer Society's Rela\lfor titeVVhich-is'-a-Z~-"- hour relay at Dublin High School that raises money for the fight against cancer. Irene is the around-the-clock service worker as well as one of the runners. In 1998 Irene worked 18 hours without stopping helping other runner/walkers make it around the track. Irene also is "The NeiQhborhood Watch Leader" for our neighborhood [Elba Way & Emerald Ave.] If your going to be gone for a few days, "call Irene", she watches your home. If you have a crisis and are away from home! "call Irene", she will take care of your pet, collect your newspapers, turn off that sprinkler, or pick up that UPS package at the door. You name it, Irene will do it for you. She and her . family (husband and three children) moved to this city 34+ years ago. She was a charter member of this city California Federated Women's Club known as the Dublin Juniors and then graduated to the Women's Club of Dublin. She has served that club in every office and chairmanship these many years. As her children were growing, she was involved in school activities and very active in the Girl Scouts. 1998 finds Arlene serving our community in several ways. She is the leader of the Dublin Senior Center needlework group and the First Vice President of the Women's Club of Dublin. Arlene gives and gives over and over. Each month for the past several years, she has donated a handmade afghan to the Veterans Hospital in Livermore. At that same time she makes a large variety of needlework projects at her own expense and donates them to the Women's Club for sale to the membership and all . proceeds go to the Club treasurers to be used in community service projects. In 1998 this amounted to just under $700. At the same time she , -- jL/J I;) I fo'" I, . ./ . . is donating a like amount of crafts to the Dublin Senior Center. The proceeds of this effort aid the Senior Center in their projects. As the First Vice President of the Women's Club she aids the members in the preparation and research of all conununity service projects. She can be found at any of the areas preschools with the eye screening proj ect of the club. Her club work also finds her sitting on the district board as a very active member of the financial planning division. Arlene is one of those wonderful full time volunteers that can be found in our city and is to be conunended for her efforts to our community.
