At our December 10, 1981 Mayor Emeryville meeting, we unanimously passed the enclosed Resolution offering congratulations and our request for your city to join the ACTEB/ACAP Yoshio Fujiwara consortium of local governments. Councilman Fremont ACTEB is the Prime Sponsor that administers programs which provide RuthJ.Ganong job training and employment opportunities for unemployed, under- Vice Mayor Albany y employed, and economically disadvantaged persons under a mandate from the Comprehensive Employment and Training Act (CETA) funded by TomKitayama the U. S. Department of Labor. Cortez, Chairperson Councilman Pleasanton ACTEB/ACAP Governing Board LMC/JSS:dn Alan H.Sommers Enclosure Executive Director cc: ACTEB/ACAP Governing Board Members /9 ' ACTEB/ACAP • 22738 Mission Boulevard • Hayward,California 94541 • (415)881-6400 0 RESOLUTION WHEREAS, the City of Dublin was established by majority vote of its population, effective February 1 , 1982 ; WHEREAS , the City of Dublin is the newest city in the complex of cities in Alameda County; WHEREAS , the consortium comprised of eleven Alameda County cities and the unincorporated area of Alameda County known as the Alameda County Training and Employment Board/ Associated Community Action Program (ACTEB/ACAP) was formed for the express purpose of providing comprehensive manpower training and social services to economically disadvantaged, underemployed, and unemployed persons in Alameda County; WHEREAS , the City of Dublin may wish to avail itself of the opportunity to participate in the distribution of funds designated by the state and federal governments for the alleviation of the results of poverty among its economically disadvantaged citizens ; BE IT RESOLVED THAT, the Alameda County Training and Employment Board/Associated Community Action Program (ACTEB/ACAP) offers its congratulations to the City of Dublin and cordially welcomes Dublin to the assemblage of Alameda County cities . BE IT RESOLVED THAT, the Alameda County Training and Employment Board/Associated Community Action Program (ACTEB/ACAP) invites and encourages the City of Dublin to membership in the consortium.
