The City of Dublin will adopt the following practices during upcoming City Council meetings: • Per normal practice, the meeting will be livestreamed and available at www.tv28live.org for viewing and also broadcast live on Comcast T.V. channel 28 beginning at 7:00 p.m. This meeting will also be available on the City’s website: https://dublin.ca.gov/1604/Meetings-Agendas-Minutes-Video-on-Demand • To maximize public safety while maintaining transparency and public access, members of the public may participate in one of the following ways: o Virtual Platform (Zoom): • If you wish to speak via Zoom during the meeting, please fill out the online speaker slip available at www.dublin.ca.gov. The speaker slip will be made available at 10:00 a.m. on Tuesday, June 15, 2021. Upon submission, you will receive Zoom link information. Speakers slips will be accepted until the staff presentation on an agenda item ends, or until the public comment period on non-agenda items is closed. • Once connected, the public speaker will be connected to the Zoom webinar as an attendee and muted. The speaker will be able to see the meeting from inside Zoom. The speaker will then be unmuted for comment. • For public comment on the Closed Session item via Zoom, please fill out the online speaker slip available at www.dublin.ca.gov. The Speaker slip will be made available at 10:00 a.m. on Tuesday, June 15, 2021. Upon submission, you will receive Zoom link information. Speaker slips for Closed Session public comment via Zoom will be accepted until 5:30 PM. o In person at Council Chamber: • Members of the public wishing to speak in person are asked to fill out an online speaker slip in advance of the meeting. Speakers may also sign up to speak at the meeting. Speaker slips will be accepted until the staff presentation on an agenda item ends, or until the public comment period on non-agenda items is closed. • For the purposes of potential public health contact tracing, all members of the public attending the meeting will be requested to sign in and provide a name and phone number or email address. In addition, attendees will be screened with a touchless temperature check. • Consistent with the public health officer’s order, each member of the public must also wear a face covering over the nose and mouth at all times during the course of the meeting, even while speaking at the podium. ORAL COMMUNICATIONS 3.1 2021 Dublin Pride Week - Nature in Our Backyard Photo Contest Winners The City Council will formally recognize the winners of the Nature in Our Backyard Photography Contest as part of the 2021 Dublin Pride Week Celebration. STAFF RECOMMENDATION: Recognize the winners of the 2021 Nature in Our Backyard Photography Contest. June 15, 2021 Dublin City Council Regular Meeting Agenda 3 3.2 Public Comment At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1 Approval of the May 25, 2021 Special City Council Meeting and June 1, 2021 Regular City Council Meeting Minutes The City Council will consider approval of the minutes of the May 25, 2021 Special City Council Meeting and June 1, 2021 Regular City Council Meeting. STAFF RECOMMENDATION: Approve the minutes of the May 25, 2021 Special City Council Meeting and June 1, 2021 Regular City Council Meeting. 4.2 City Proclamation for the Month of July The City Council will consider the following proclamation for the month of July in the City of Dublin: Pledge to America’s Workers Month. STAFF RECOMMENDATION: Approve the proclamation. 4.3 2021 Utility Box Art Selection The City Council will consider a recommendation from the Heritage and Cultural Arts Commission for artwork to be painted on 10 utility boxes in summer 2021. STAFF RECOMMENDATION: Approve the Heritage and Cultural Arts Commission’s recommendations for the 2021 Utility Box Art Program. 4.4 Reducing the Speed Limit on Segments of Arnold Road and Tassajara Road The City Council will consider introducing an ordinance to reduce the speed limits on Arnold Road between Dublin Boulevard and Gleason Drive from 40 to 35 miles per hour (mph) and on Tassajara Road between Dublin Boulevard and Gleason Drive and between Fallon Road and northern City Limit from 45 to 40 mph. STAFF RECOMMENDATION: Waive the reading and INTRODUCE the Ordinance Amending the Dublin Traffic Code to Reduce the Speed Limits on Segments of Arnold Road and Tassajara Road. 4.5 Transportation Development Act Article 3 Pedestrian and Bicycle Project Funding for Fiscal Year 2021-2022 The City Council will consider approving the use of Transportation Development Act (TDA) Article 3 Pedestrian and Bicycle Project Funding for design and construction of the Safe June 15, 2021 Dublin City Council Regular Meeting Agenda 4 Routes to School – Safety and Access Improvements project at three locations within the vicinity of Dublin schools. STAFF RECOMMENDATION: Adopt the Resolution Approving a Request to the Metropolitan Transportation Commission for the Allocation of Fiscal Year 2021-22 Transportation Development Act Article 3 Pedestrian/Bicycle Project Funding. 4.6 Authorization to Purchase Waste and Recycling Receptacles The City Council will consider authorizing the purchase of solar compacting three-stream waste receptacles from ECube Labs Co. STAFF RECOMMENDATION: Adopt the Resolution Authorizing the Purchase of Solar Compacting Three-Stream Waste Receptacles from ECube Labs Co. 4.7 Agreements for Various On-Call Consultants The City Council will consider approving agreements for various on-call services for the Public Works Department. STAFF RECOMMENDATION: Take the following action: 1) Adopt the Resolution Approving Agreements for On-Call Architectural Services with DAHLIN, Group 4 Architecture, Research + Planning, Inc., and LPA, Inc.; 2) Adopt the Resolution Approving Agreements for On-Call Construction Management and Inspection Services with 4LEAF, Inc., MNS Engineers, Inc., Pakpour Consulting Group, Inc., Swinerton Management & Consulting, and TRC Engineers, Inc.; 3) Adopt the Resolution Approving Agreements for On-Call Development Review Services with Coulson & Associates, CSG Consultants, Inc., Kimley-Horn and Associates, Inc., Pakpour Consulting Group, Inc., and SNG & Associates, Inc.; 4) Adopt the Resolution Approving Agreements for On-Call Geology and Geotechnical Engineering Services with BSK Associates, Cal Engineering & Geology, and Geocon Consultants, Inc.; 5) Adopt the Resolution Approving Agreements for On-Call Intelligent Transportation Systems Services with Advanced Mobility Group, Kimley-Horn and Associates, Inc., and Novani, LLC.; 6) Adopt the Resolution Approving Agreements for On -Call Special Inspection and Materials Testing Services with BSK Associates, Consolidated Engineering Laboratories, Construction Testing Services, Inc., and Geocon; 7) Adopt the Resolution Approving Agreements for On-Call Surveying Services with CSW/Stuber-Stroeh Engineering Group, Guida Surveying, Inc., and Tetra Tech; and 8) Adopt the Resolution Approving Agreements for On-Call Transportation Planning and Engineering Services with Advanced Mobility Group, CHS Consulting Group, GHD, Fehr & Peers, Kimley-Horn and Associates, Inc., Kittelson & Associates, Inc., and W-Trans. 4.8 Delegation of Authority During Council Recess - Annual Street Resurfacing Project (2021 Slurry Seal) The City Council will consider approving the plans and specifications and delegating authority to the City Manager to award a contract for the Annual Street Resurfacing Project (2021 Slurry Seal), CIP No. ST0117, during the City Council recess between June 15, 2021 and July 20, 2021. The project will resurface multiple street segments with a slurry seal that will prolong the life of the existing pavement surface. Actions taken during the City Council recess will be reported to the City Council at the July 20, 2021 regularly scheduled meeting. June 15, 2021 Dublin City Council Regular Meeting Agenda 5 STAFF RECOMMENDATION: Adopt the Resolution Approving the Plans and Specifications and Delegating Authority to the City Manager to Award a Construction Contract for Annual Street Resurfacing Project (2021 Slurry Seal), CIP No. ST0117. 4.9 Payment Issuance Report and Electronic Funds Transfers The City Council will receive a listing of payments issued from May 1, 2021 - May 31, 2021 totaling $12,450,838.75. STAFF RECOMMENDATION: Receive the report. 4.10 Annual Update to the Master Fee Schedule The City Council will consider adopting an update to the Master Fee Schedule as prescribed by the City’s User Fee Cost Recovery Policy (Resolution 160-12). STAFF RECOMMENDATION: Adopt the Resolution Adopting an Annual Update to the Master Fee Schedule for Services Provided by the City. 4.11 Amendment to the Agreement with Redwood Toxicology Laboratory, Inc. The City Council will consider approving an amendment to the agreement with Redwood Toxicology Laboratory, Inc. to extend the term of services. STAFF RECOMMENDATION: Adopt the Resolution Approving Amendment #1 to the Agreement with Redwood Toxicology Laboratory, Inc. for the Provision of Toxicology Testing Services. 4.12 Special Designation of General Fund Reserves for Fiscal Year 2020-21 In accordance with the City’s Fund Balance and Reserves Policy, the City Council will consider special designations of General Fund reserves for Fiscal Year 2020-21. STAFF RECOMMENDATION: Adopt the Resolution Authorizing a Special Designation of General Fund Reserves for Fiscal Year 2020-21. 5. WRITTEN COMMUNICATION – None. 6. PUBLIC HEARING 6.1 Adoption of Rates for Garbage Collection, Disposal, and Recycling Services Provided by Amador Valley Industries and Establishing the 2021-22 Annual Assessment The City Council will consider adopting two separate resolutions establishing the garbage rates effective July 1, 2021 and establishing the Fiscal Year 2021-22 refuse-related property tax assessment. STAFF RECOMMENDATION: Conduct the public hearing, deliberate, adopt the Resolution Approving and Establishing the Collection of Minimum Residential Garbage and Recycling Service Fees for Fiscal Year 2021- 22, and adopt the Resolution Amending the Schedule of Service Rates for Integrated Solid Waste Services. June 15, 2021 Dublin City Council Regular Meeting Agenda 6 6.2 Semi -Public Sites and Emerald High School Site General Plan Amendment, Specific Plan Amendment, and Planned Development Zoning Amendment (PLPA-2020- 00054) The City Council will consider a City-initiated General Plan Amendment, Eastern Dublin Specific Plan (EDSP) Amendment, and Planned Development Zoning Amendment for three sites, including 2.5 acres on the GH PacVest property and 2.0 acres on the East Ranch property, as well as the 23.46-acre future Emerald High School site. The General Plan Amendment and EDSP Amendment would change the land use designation of a portion of the GH PacVest and East Ranch properties from Semi-Public to Public/Semi-Public to allow a broader range of uses, including the potential for affordable housing developed by a non-profit entity. The General Plan Amendment and EDSP Amendment would also change the land use designation for the Emerald High School site from Neighborhood Commercial to Public/Semi-Public consistent with the planned use of the property for a high school. The proposed project would also include amending the existing Planned Development Zoning to provide consistency with the General Plan Amendment and EDSP Amendment. In addition, the City Council will consider an Addendum to the EDSP Environmental Impact Reports (EIRs). STAFF RECOMMENDATION: Adopt the Resolution Adopting an Addendum to the Eastern Dublin Specific Plan Environmental Impact Reports and Approving Amendments to the General Plan and Eastern Dublin Specific Plan for 2.5 Acres on the GH PacVest Property, 2.0 Acres on the East Ranch Property, and the Emerald High School Site and waive the reading and INTRODUCE the Ordinance Approving Amendments to the Planned Development Zoning Stage 1 Development Plans for 2.5 Acres on the GH PacVest Property and 2.0 Acres on the East Ranch property in Fallon Village, and the Emerald High School Site in Dublin Ranch. 7. UNFINISHED BUSINESS 7.1 Draft Regional Housing Needs Allocation Appeal Framework Each California city and county must update their General Plan Housing Element every eight years to adequately plan to meet the existing and projected housing needs for all economic segments of the community. State law mandates updates to the Housing Element, which plan for a city or county’s Regional Housing Needs Allocation, no later than January 2023 for the 2023-2031 planning period. On May 20, 2021, the ABAG Executive Board approved the Final Regional Housing Needs Allocation Methodology and Draft Allocation. The Draft Allocation assigns 3,719 units of housing to the City of Dublin. A jurisdiction may file an appeal of the Draft RHNA by July 9, 2021. Staff will present the City Council with the proposed framework for an appeal of the City’s Draft Regional Housing Needs Allocation. STAFF RECOMMENDATION: Provide feedback and direct Staff to submit an appeal of the City’s Draft Regional Housing Needs Allocation. 7.2 Fiscal Year 2021-22 Human Services Grant Program Funding Allocations from the General Fund June 15, 2021 Dublin City Council Regular Meeting Agenda 7 At its June 1, 2021 meeting, the City Council adopted a resolution approving Fiscal year 2021-22 grant funding for 14 Human Service Grant Programs that are funded by the Community Development Block Grant (CDBG) and the American Rescue Plan Act (ARPA). The City Council will consider the remaining seven organizations for funding allocations from the City’s General Fund. STAFF RECOMMENDATION: Review the Human Services Commission recommendation for the Fiscal Year 2021-22 Human Services Grant Program grant allocations to be funded by the City’s General Fund, consider adjustments as desired, and adopt the Resolution Approving Funding Allocations for the Fiscal Year 2021-22 Human Services Grant Program from the General Fund. 8. NEW BUSINESS 8.1 Informational Report on Voluntary Special Needs Registries The City Council will receive a report on voluntary special needs registries. Voluntary special needs registries are designed to provide a channel for parents or guardians of community members with special needs to provide the police with information regarding any special assistance that person may require during a disaster, evacuation, emergency, or interaction with first responders. In those situations, police officers will be able to access the information from a secure database to assist them in the interaction. STAFF RECOMMENDATION: Receive the report and provide direction, as appropriate. 9. OTHER BUSINESS Brief information only reports from City Council and/or Staff, including committee reports and reports by City Council related to meetings attended at City expense (AB1234). 10.
