Foss, Assistant City Manager EXECUTIVE SUMMARY: The City Council will consider sponsorship of the Earl Anthony Memorial PBA Open. FINANCIAL IMPACT: A budget change in the amount of $1,500 has been prepared to pay for the sponsorship. The revenue will come from the Unappropriated General Fund Reserve. RECOMMENDATION: Staff recommends that the City Council approve the sponsorship of the Earl Anthony Memorial PBA Open and approve the Budget Change. Submitte y: Assistant City Manager viewed By: City Manager Page 1 of 2 ITEM NO. 7• ~~ DESCRIPTION: On November 3, 2009, the City Council considered the possible sponsorship of the Professional Bowler's Association (PBA) Tour stop at Earl Anthony's Dublin Bowl in January 2010 (Attachment 1). During the meeting, the City Council indicated support for the Gold Level ($1,500) sponsorship of the event and directed Staff to work with tournament officials on the appropriate recognition of the City during the event. Staff met with Ted Hoffman, proprietor of Earl Anthony's Dublin Bowl, and agreed to the following recognition: The City will receive: • Booster Signage over one lane during the event • Booster Name on the permanent sign at Earl Anthony's Dublin Bowl • One-page insert in the Program Book The City will rovide: City Council proclamation for PBA week Press Release announcing City sponsorship of the event Press Release on the City's website (Scroll) Staff has prepared a budget change for $1,500 from the Unappropriated General Fund reserves to pay for the sponsorship (Attachment 2). NOTICING REQUIREMENTS/PUBLIC OUTREACH: Not applicable. CONCLUSION: The California Constitution prohibits the Legislature from making a gift of public funds. However, where public funds are used fora public purpose, such an expenditure is constitutionally permissible, even if a private person benefits. Staff believes that this sponsorship is a public purpose in that it will increase tourism to the City of Dublin, which in turn will generate additional sales/transient occupancy tax revenues to allow the City to provide quality services to residents and businesses. Submitted viewed By: Assistant City Manager City Manager Page 1 of 2 Item#~~y ~a1is/oq ~~ ~ DESCRIPTION: a ~ 3 Earl Anthony's Dublin Bowl will be hosting a stop on the Professional Bowlers Association (PBA) Tour from Tuesday, January 12, 2010 through Sunday, January 17, 2010. The tournament will include qualifying rounds, match play, afro-Am Day (Saturday) and televised finals on ESPN on Sunday, Jariuary 17, 2010. The tournament will include players from the PBA as well as the PBA Women's Series. A copy of the event schedule has been included (Attachment 1). The costs of a PBA tournament are partially underwritten by sponsorships by local businesses/individuals. Mayor Sbranti has asked that the City Council consider becoming a Gold sponsor of the event. Sponsorships are offered in 3 categories (Attachment 2): 1) Gold: $1,500 2) Silver: $1,000 3) Bronze: $500 If the City Council is supportive of the sponsorship, Staff would ask, due to the unique nature of the sponsorships (Pro-am entries, weekly passes, hotels-certificates, etc.), that the City Council direct Staff to meet with officials at Earl Anthony's Dublin Bowl to determine the appropriate recognition of the City for the sponsorship. If the City Council is interested in sponsoring the PBA tournament at any level, Staff would need to return to the City Council at a future meeting with a budget change that would use Non- Designated General Fund reserves to pay for the sponsorship. The City will benefit economically from visitors and participants who will visit local establishments. Since no funds were budgeted for this activity when the 2009-2010 Budget was originally adopted a Budget Change is required. As presented the appropriation is from unappropriated reserves, as presented in the Staff report November 3, 2009.
