DESCRIPTION: On September 15, 2009, the City Council provided direction to Staff to proceed with the creation of five new City Council committees, designed to provide policy guidance and direction on several of the City Council's major initiatives for this Fiscal Year. After further evaluation of the committee structure, Staff is recommending minor modifications to both the Community Grants and the Community Development Block Grant Program committees. First, Staff is recommending a modification to the Community Grants Committee to expand its scope to include the review of the annual CDBG Grants process. Second, Staff is recommending limiting the scope of the Community Development Block Grant Program Committee to the review of the City's future "entitlement city" status and its implementation and policy considerations. Of the five committees recommended, four are proposed to be "ad-hoc" and one "standing." Meetings of ad-hoc committees, which deal with specific issues for a limited period of time, are not meetings under the Brown Act and are not required to have published agendas or be open to the public.
