FINANCIAL STATEMENT: None DESCRIPTION: Mr. Richard P. (Phil) Stage will address the City Council regarding The United States Army Reserves' Employer Partnership Initiative which is intended to facilitate a strategic' and mutually beneficial relationship with the City of Dublin. This partnership may include hosting access to The United States Army's website for broader employment recruitment activities and encouraging Army Soldiers to pursue careers with the City of Dublin. RECOMMENDATION: Staff recommends that the City Council receive Oral Communication from Richard P. (Phil) Stage, Program Support Manager and consider signing Employer Partnership Initiative statement with United States Army Reserve. COPY TO: Richard P. Reserve members are well trained in a variety of skills critical to maintaining not only the strength and agility of the United States Army, but also the many industries and public agencies that form the backbone of the American economy. The City of Dublin highly values members of the Army Reserve and commits to considering for employment the brave men and women who protect and defend America. These Warrior-Citizens have awell-earned reputation as exemplary employees with proven leadership, teamwork, discipline and grace under pressure that are immeasurably valuable to any organization. The Army Reserve created the Employer Partnership Initiative to facilitate strategic and mutually beneficial relationships with employers and associations. On this 5'h day of May 2009, the Army Reserve and the City of Dublin hereby agree to explore mutually beneficial initiatives that support the missions of both organizations. The City of Dublin supports employees who answer the call to serve in the Army Reserve. Both partners will encourage Army Soldiers to pursue careers with employer partners. Jack C. They are your neighbors and friends, your community leaders, small business owners and public workers. Companies all across America, in cities and towns, employ Army Reserve Soldiers as accountants, human resource managers, medical professionals, city planners, attorneys, transportation specialists, teachers, law enforcement officers, engineers and communication network experts, to name a few. The health of the Army Reserve and its ability to protect our freedoms and way of life depends, in part, on the support of patriotic employers. Army Reserve Soldiers can perform their critical work in nation building, training, logistics, transportation, health care, law enforcement and information technology-capabilities the Army needs-thanks to the backing of patriotic employers. Without the willingness of businesses to share their employees with the Army Reserve, if would be difficult for us to keep pace with the operational demands of the current war on terrorism. A New Human Capital Strategy Delivers Staffing Solutions and Business Incentives We understand that losing a worker for an extended period of time can be tough on employers. That is why Lt. Gen. Jack C. Stultz, a retired Procter and Gamble operations executive, and Chief of the Army Reserve, devised an innovative human capital strategy that gives employers access to apre-screened and trained source of talent to solve staffing challenges. The strategy also gives businesses who partner with us a bundle of benefits for employing Army Reserve Soldiers. We call this new strategy the Employer Partnership. Assured Access to a Dynamic Workforce The Army Reserve is a dynamic organization that is continually refreshed with new people from multiple sources. What may surprise you is the fact that roughly a million men and women are affiliated with the Army Reserve today in a variety of capacities. As an Employer Partner, you will have access to this trained, skilled and professional workforce. Reduce Your Recruiting Costs Access to pre-screened and trained Army Reserve Soldiers could reduce your re- cruiting costs. The Army Reserve has a robust recruiting process. Only those individuals who meet our standards are selected to join the Army Reserve. Applicants undergo medical evaluation, aptitude testing, background checks and drug screening,. Additionally, current Soldiers must maintain their medical readiness and fitness, and stay drug free to remain in the Army Reserve. ,, , ; n-. - ~, .... .. - ~ ,, .. ... Trim Your Training Costs Access to skilled Army Reserve Soldiers could trim your training costs. We are working with employers to align military occupational specialty training with corresponding civilian credentialing and licensing to ensure that Army Reserve Soldiers already possess the skills employers need when they start on a job. The Army Reserve is also exploring training reciprocity, so those individuals just joining the Army Reserve with civilian-acquired skills don't have to repeat the training in military schools. Army Reserve Soldiers receive rigorous training at military schools before they are awarded their military occupational specialty. They receive subsequent training and education to broaden those skills as part of their professional development plan. In fact, the Army Reserve invests more than $700 million annually in training to continually enhance our Soldiers' skills and professional capabilities. Army Reserve Soldiers refine their job expertise, leadership skills and ability to work as a cohesive team when they participate in training exercises in locations including Mongolia, Honduras, Horn of Africa or Fort Bragg, N.C., conduct disaster relief operations as they did during Hurricane Katrina, or deploy to Afghanistan and Iraq to perform real- world missions. ~..., , ,~„~ . 6.~ PARTNERING WITH i THE ARMY RESERVE °. '_x ~~ Lower Your Health Care Costs Employers may also realize future benefits from reduced health care costs. Soldiers must be healthy, physically fit and drug free to remain in the Army Reserve, and must undergo mandatory periodic health assessments and physical examinations. Because Army Reserve Soldiers must maintain a high level of medical readiness, companies can benefit from employing workers who are, on average, healthier than the general population. We believe it makes sense to underwrite a portion of the health care costs for our Soldiers. This would be done with the agreement that Soldiers' families would remain on their employers' health care plan during a deployment. This greatly reduces the stress on Army Reserve families, and in the long run contributes to stronger and more stable communities. Additionally, Citizen-Soldiers receive health care from the military while deployed, reducing your costs. Recognizing the significant support we have from employers, we are engaging with the highest levels of the national government and the Department of Defense to explore ways to share the cost of health benefits with employers. ~...~- . Employers Deserve Predictability The Army Reserve is aware of the potential impact a Soldier's deployment has on his or her employer's ability to operate profitably. To give employers a predictable picture of what their staffing needs will look like in the future, the Army Reserve now operates on a five-year rotational training and deployment schedule. Over a four-year period, Army Reserve units train and gear up to perform their real-world mission, then are available to deploy during the fifth year if needed for 12 months or less. The Army Reserve also gives Soldiers and their families up to 24 months advance notice of a deployment, giving employers more lead time to map out their staffing plan. __ _R ~~ ~. ~: Additional Benefits for Employer Partners • Personal involvement by Army Reserve senior leaders who will work with i business executives to tailor a partnership that meets company staffing goals. • Qualified and knowledgeable Army Reserve Case Managers who interface '' directly with Employer Partners and Army Reserve Soldiers to ensure all parties achieve their employment goals. • Army Reserve Human Resources professionals who will work to ensure appropriate controls are in place to protect individuals' privacy when sharing r recruiting, screening and personnel data.
