Revenues to the City of Dublin associated with the American Recovery and Reinvestment Act of 2009 are projected to be between $692,000 and $865,000 for Street Revitalization. DESCRIPTION: The Alameda County Congestion Management Agency (ACCMA) is projecting that the City of Dublin will receive between $692,000 and $865,000 of Federal funding as part of the American Recovery and Reinvestment Act (ARRA) of 2009. The amount will depend on the final interpretation of the economic stimulus package that was signed by President Obama on Monday, Februaryl6, 2009. It has been proposed by the CMA that the City of Dublin receive local funds in lieu of federal funds at an acceptable exchange rate, with larger agencies in Alameda County using the Federal funds under the timelines and constraints stipulated in the language of the package. The larger agencies would, in return, provide local funds at $0.95 to the dollar of Federal funds to smaller agencies, such as Dublin. By participating in the exchange option, the City is not required to comply with the Federal process in completing the project, a process which can be very costly. The City of Dublin submitted an application to the ACCMA to use the ARRA funds to rehabilitate Dougherty Road between the northern City Limits and Scarlett Drive, and Dublin Boulevard between Sierra Court and Dublin Court. While the preliminary information on the stimulus package was clear cut for transportation projects, further analysis of the final ARRA will be required to assess whether additional opportunities for potential project funding are available. Staff will review the final language of the ARRA and report back to the City Council on any other potential opportunities.
