Pattillo, City Manager SUBJECT: COUNCIL/COMMISSION WORKSHOP The City annually undertakes a goals setting process for all Departments of the City. This year, the City Council has scheduled aone-half-day workshop with the City's Planning, Parks & Community Services, and Heritage & Cultural Arts Commissions on Saturday, February 7, 2009, from 9:00 a.m. to 12.15 P m in the Regional Meeting Room. Breakfast will be served at 8:30 a.m. and lunch at 12:15 p.m. The purpose of this workshop is to provide Commission Members with an opportunity to address the City Council, regarding those goals and objectives within their respective areas of purview. Although the Council is interested in having this dialogue with the Commissions regarding goals and objectives, the City Council will not be collectively prioritizing or taking a position on the various objectives which will be discussed. The City Council will take formal action on the Goals & Objectives at its special meeting of March 31, 2009. The Mayor will be conducting the meeting with assistance from the City Manager's Office. The Mayor and Council will review the purpose of the City's Strategic Plan at 9:00 a.m. This will be followed by a meeting with each Commission. Commission Members are assigned the following times to discuss their respective goals and objectives: 9:15 a.m. Planning Commission 10:15 am. Heritage & Cultural Arts COmmiSSlori 11:15 am. Parks & Community Services Commission Each Commission will have approximately 50 minutes to discuss those objectives under their purview. There will be a 10-minute period at the end of each discussion for members of other Commissions or Committees and members of the public to make comments or ask questions related to those objectives discussed by each Commission. Members of all the City's Commissions are invited to attend the entire workshop, including the continental breakfast and lunch. This year, a binder for each Commission discussion has been prepared, which includes the following documents: 1. Ten Year Strategic Plan -Preliminary 2009-2010 Update This document includes the City Council's Mission, Vision, and Values. It also includes six (6) Strategies that are supported by Strategic Goals & Objectives to accomplish those strategies. Those objectives that fall under the purview of each Commission are color coded for each Commission discussion. For example, Strategic Objective II-A-1, "Implement residential planned development and investigate opportunities to create a new village in Eastern Dublin Transit Center," under Strategic Goal 1B is shaded green to denote an objective under the purview of the Planning Commission. At the present time, the Mission, Vision, and Values Statements as well as the Strategic Plan are under revision as directed by the City Council at the Strategic Planning Workshop held on Saturday, January 31, 2009. The revised documents will be presented to the City Council for its consideration and preliminary adoption at the Goals & Objectives and Budget Study Session on March 31, 2009. 2. Preliminary 2009-2010 Goals & Objectives Reviewed by Each Commission Each Commission reviewed, prioritized and, in some cases, modified objectives under their purview. A memo from Staff has been included, which underlines the divergence between Staffs recommendations and the recommendations of each commission. The objectives will ultimately be discussed by the City Council at the City Council Meeting of March 31, 2009 as part of the City-wide Goals & Objectives Program. 3. Adopted 2008-2009 Goals & Objectives Bi-Monthly Report as of 12/31 /08 for Each Commission This document is a progress report on those 2008-2009 objectives under the purview of each Commission. Participants are encouraged to review the attached material, especially the goals and objectives related to their Commission responsibilities. Each Commission discussion should initially focus on those objectives where the Commission priority differs from City Staff and on any new objectives proposed by a Commission. Once again, all Commissioners are invited to begin the workshop with a continental breakfast and stay for the entire workshop, including lunch, if their schedules permit. The workshop should provide not only a great opportunity to discuss your issues with the City Council, but also to learn more about our great community. See you on Saturday. The following summarizes their actions: Housing Committee: The Housing Committee met on January 15, 2009 to review the Goals and Objectives for the Housing function. Four of the Committee members were present at the meeting, therefore in two instances there was a tie vote. Of the 4 goals proposed by Staff, the Committee ranked two high, one medium/high and one delete. The goal proposed for deletion was because the Committee wanted to add a word into the goal; so, one was deleted and one was added. The Committee added two new Goals. One was a revised Goal as recommended by Staff with different wording (as noted above): Process I S First Time Homebuyer Loan Applications Additionally, the Committee added a new goal: Hold 3 large employer outreach meetings to educate and market the City's Housing Programs. This was a goal that was previously accomplished in FY 2007-2008. Planning Commission: The Planning Commission meeting met on January 27, 2009 to review the Goals and Objectives for the Planning and Housing functions. As part of the Commission's review, the proposed ranking and new Goals suggested by the Housing Committee were also reviewed. The Planning Commission reviewed 8 planning related Goals as suggested by Staff and ranked five of the Goals as High, one as medium and one as low. They noted in their discussion that Goal 6 should be the Highest of the High. This is a new Goal recommended by Staff as follows: 6. Examine Zoning Ordinance to identify changes to streamline entitlements for businesses seeking to locate in Dublin. In addition, the Planning Commission added two new Goals for the Planning function as follows: Amend the Streetscape Master Plan to include enhanced entry feature designs at Gateways. Hold Planning Commission Study Session to review parking standards and re-evaluate the Parking Ordinance. The Planning Commission also reviewed the Housing Committee's recommendations on the Goals for FY 2009-2010 for the Housing Function. Of the four Goals in the Housing function, the Planning Commission recommended three as high and one as delete. The deleted Goal was the Goal with the word change that is added back under new Goals. The Planning Commission then reviewed the Housing Committee's new Goals and agreed on high for the Goal changing a word: Process I S First Time Homebuyer Loan Applications The Planning Commission voted to delete the new Goal added in by the Housing Committee as follows: Hold 3 large employer outreach meetings to educate and market the City's Housing Programs. The Commission felt that Staff would meet with large employers if asked, and that trying to set up the meeting, when not specifically invited, was not that important to make it a Goal. The Planning Commission added one Goal to the Housing Function as follows: Develop a new Homebuyer Incentive Program. This Goal reflects the Commission's desire to have the City work on a program that would stimulate sales of new homes by creating a rebate program or freezing the affordable housing requirements and applying the developer's cost savings into a price reduction to stimulate the home sales. A summary of the action is below. Senior Center Advisory Committee The Senior Center Advisory Committee was in support of the objectives recommended by Staff as well as the priority with which they were presented. They did, however, unanimously recommend modifying objective #5 as follows: Expand fitness and wellness classes (aerobics, yoga, pilates, cardio, outdoor recreation, etc.) and create flexible participation options. Youth Advisory Committee The Youth Advisory Committee concurred with the objectives as recommended by Staff. Regarding objective #12, "Continue to look for locations in City public facilities that will allow teens to gather in a welcoming environment", the Committee expressed interest in being involved in future discussions related to the selection of proposed facilities. Parks & Community Services Commission The Parks & Community Services Commission recommend the following modifications to the objectives as proposed by Staff. 5. Expand fitness and wellness classes (aerobics, yoga, pilates, cardio, outdoor recreation, etc.) and create flexible participation options. ~--9. Assess potential for joint project/facility improvements at Dublin High School and other Dublin Schools as an_nronriate. 110. Work with EBRPD to complete negotiations for land acquisition or obtain conservation easement to provide public access in the western hills for an Open Space Area. x-911. Identify and secure sources of funding for land acquisition in the western hills for an Open Space Area. -12. Upon completion of land acquisition in the western hills, complete an Open Space Master Plan and appropriate CEQA documents. ~--8.
