Adoption of the City of Dublin Emergency Operations Plan

EXECUTIVE SUMMARY:
The City Council will consider adopting the City of Dublin Emergency Operation Plan
(EOP), a guiding document for disaster response and recovery operations for the City.
The EOP establishes emergency organization, concept of operations, and specific
policies, general procedures, and processes for the coordination of the City’s
responsibilities as a member of the Alameda Operational Area along with other
Operational Area organizations.
STAFF RECOMMENDATION:
Adopt the Resolution Adopting the City of Dublin Emergency Operation Plan.
FINANCIAL IMPACT:
The City must adopt and comply with the California Standardized Emergency
Management System (SEMS) regulations to remain eligible for State funding of any
response-related costs. Similarly, the City may also have opportunities to seek federal
grants or funding where National Incident Management System (NIMS) and Incident
Command System (ICS) adoption is required. The City has adopted these systems in
the past and the new Emergency Operations Plan continues to maintain them.
DESCRIPTION:
Background
The City’s existing Certified Emergency Management Plan (CEMP) was adopted by the
City Council in 2004 and has been amended, from time to time, to add additional
annexes and appendices. In 2018, the City entered into an agreement with Willdan to
assist with emergency operations planning activities including the development of a new
Emergency Operations Plan (EOP). Over the last 16 years, there have been numerous
policy and industry changes which may impact the way the City might respond to a
disaster. In addition, Staff desires to develop a more user- and web-friendly document
than the 2004 CEMP. This new 2020 EOP, included as Exhibit A to the Resolution,
replaces the 2004 CEMP.

Emergency Operations Plan Overview
The proposed EOP identifies the functions and responsibilities for the City’s emergency
response organization and provides guidance for plan maintenance. It was prepared
with input from City departments having an official emergency responsibility in the City,
and describes internal processes that address emergency response and coordination
by integrating emergency management, response, and coordination concepts of the
Incident Command System (ICS), Standardized Emergency Management System
(SEMS) and the National Incident Management System (NIMS).
The intent of the EOP is to provide supporting documentation to emergency response
personnel that is detailed enough to provide for an effective response yet is flexible
enough to be used in any emergency response situation that supports movement of first
responders or evacuation of affected populations. To assist Staff assigned to the City’s
Emergency Operations Center (EOC), the EOP includes appendices comprising
necessary forms, checklists, and other supplemental information to be used in the
preparation for, and during, an emergency.
The City Manager’s Office will be responsible for the ongoing maintenance of the EOP
to reflect any applicable changes that are made, including EOC staffing assignment
changes. All changes to the EOP will be documented in the record of revisions table
and will be distributed to the City departments and agencies shown on the Plan
Distribution list. The EOP shall be reviewed and updated annually by City staff and
whenever the following occur:
• A major incident;
• A change in operational capabilities or resources (e.g., policy, personnel,
organizational structures, management processes, facilities, equipment);
• A formal update of planning guidance or standards; and/or
• A change in the acceptability of various risks identified in the Local Hazard
Mitigation Plan.
Next Steps
Following City Council adoption of the EOP, a copy of the signed Resolution will be
inserted into the EOP and the final plan will be distributed to the relevant staff members,
departments, and agencies as indicated in the EOP.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ADOPTING THE CITY OF DUBLIN EMERGENCY OPERATIONS PLAN
WHEREAS, the preservation of life, property, and the environment is an inherent
responsibility of local, state and Federal governments; and
WHEREAS, the California Emergency Services Act requires cities to have an
Emergency Operations Plan to ensure effective and efficient operations in the event of
emergency or disaster; and
WHEREAS, the City Council adopted Resolution 7-04 Adopting the
Comprehensive Emergency Management Plan as its Official Emergency Response Plan
on January 6, 2004 (2004 CEMP); and
WHEREAS, the City has prepared an updated Emergency Operations Plan (EOP)
to ensure the most effective and economical allocation of resources for protection of
people and property in the time of an emergency or disaster; and
WHEREAS, the Emergency Operations Plan establishes the emergency
organization, concept of operations, and specific policies, general procedures, and
processes for coordination of the City’s responsibilities as a member of the Alameda
Operational Area along with other Operational Area organizations; and
WHEREAS, the Emergency Operations Plan builds upon previous efforts to
enhance the City’s emergency and disaster preparedness, response, and recovery
capabilities and includes the critical elements of the Standardized Emergency
Management System (SEMS), the National Incident Management System (NIMS), the
National Response Framework, and the Incident Command System (ICS); and
WHEREAS, all City department heads have had the opportunity to review and
comment on the plan as written.
NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Dublin
hereby adopts the Emergency Operation Plan, attached hereto as Exhibit A, as the
official emergency response plan for the City of Dublin, replacing the 2004 CEMP.
