The meeting was called to order at 7:00 PM, by Chairperson Michelle Smith McDonald. 1. McDonald asked Student Rep. Phaneendra to lead the Pledge of Allegiance. 2. Oral Communications 2.1. Brief Informational Only Reports from the Youth Advisory and Senior Center Advisory Committees Student Rep. Phaneendra reported on the Youth Advisory Committee meeting held December 11, 2019. Senior Center Advisory Committee Member, Connie Mack, gave an update on the December 5, 2019 meeting. 2.2. Public Comment 2.3. 2020 Census Informational Presentation Bridget Amaya, Assistant Parks and Community Services Director, introduced Alessia Simmonds, Outreach Manager, for Alameda County, Complete Count Committee, Census 2020, to give her presentation. Ms. Simmonds presented the specifics of the item as listed in the staff report. Cm. McDonald thanked Ms. Simmonds for her presentation and opened the floor for questions. The Commissioners asked about the need for phone numbers and reasons for under representation. McDonald shared that she is very familiar with Alameda County's efforts to partner with public schools to help promote participation from the hard to count populations. Ms. Simmonds included that there's a student public service announcement (PSA) contest to encourage involvement. The Commissioners thanked Ms. Simmonds for her presentation. 3. Consent Calendar 3.1. Minutes of the November 18, 2019 Meeting of the Parks and Community Services Commission. Approved the minutes. 3.2. November PCS Department Monthly Report. The Wave Waterpark Summer 2019 Season Report Ms. Amaya presented the specifics of the item as listed in the staff report. Cm. McDonald opened the floor for questions. Parks eZ Community Services Commission December 16,2019 Regular Meeting Page 12 The Commissioners asked about the revenue, the reason for the record setting day, the outcome of the season pass, the usage/tracking of season pass holders, marketing efforts to other city day camps, and city programs included in total revenue. Staff responded to the questions. Cm. McDonald opened the floor for discussion. The Commissioners and Staff discussed the concessions, profitability of the concessions, marketing efforts outside the county, and allowing city day camp participants to bring their own food. ACTION: Received the report. 7.2. Glen the Guide Parks Passport Challenge Andrea Mendez, Recreation Manager, presented the specifics of the item as listed in the staff report. Cm. McDonald opened the floor to questions. The Commissioners asked about the availability of the program on all phones, participation by non-Dublin residents, the program's time frame, and extension of program due to weather issues. Ms. Mendez responded to the questions. Cm. McDonald opened the floor to discussion. The Commissioners expressed enthusiasm and are looking forward to the program's success. ACTION: Received the report. 7.3. Selection of Alternate Dates for January and February 2020 Parks and Community Services Commission Meetings Ms. Amaya presented the specifics of the item as listed in the staff report. Cm. McDonald opened the floor for discussion. ACTION: Turks eZ Community Services Commission cDecem6er 16,2019 IJegufizr Meeting cP a g e 13 On a motion by Cm. Hakim, seconded by Cm. Speck, and by a vote of 6-0-0, the Commission voted to select January 27, 2020 and February 24, 2020 as the alternate Commission meeting dates for the months of January and February 2020. RESULT: ADOPTED [UNANIMOUS] MOVED BY: Sameer Hakim, Commissioner SECOND: Kristen Speck, Commissioner AYES: Giller, Smith McDonald, Washington, Hakim, Speck, Phaneendra 7.4. Residential Holiday Home Decorating Program Rich Jochner, Recreation Supervisor, presented the specifics of the item as listed in the staff report. Cm. McDonald went over the process to the select the winners of each category followed by selecting the "Best Overall" winner. Cm. McDonald then opened the floor for discussion. The Commissioners discussed the scores of their evaluation forms for each category and then tallied the number of outstanding scores each contestant received for each category. Mr. Jochner shared the results for the contestants receiving the highest outstanding scores for each category as: • Best Use of Lights: Location H • Best Lawn Display: Location P • Best Holiday Theme: Location P • Best Condo/Apartment: Location N • Best Neighborhood: Location A Cm. McDonald then opened the floor for discussion on Best Overall. The Commissioners discussed the contestants for the Best Overall category and requested a motion to nominate a contestant. ACTION: On a motion by Cm. Washington, seconded by Cm. Speck, and by a vote of 6-0- 0, the Commission voted Location G as the winner for the Best Overall category for the 2019 Residential Holiday Home Decorating Program. McDonald asked the Commission if further discussion was needed for the individual categories or if the tally sheets are sufficient to decide the winners. ACTION: On a motion by Cm. Hakim, seconded by Student Rep. Phaneendra, and by a vote of 6-0-0, the Commission voted to use the tally sheet to decide the individual category winners for the 2019 Residential Holiday Home Decorating Program. RESULT: ADOPTED [UNANIMOUS] MOVED BY: Samir Hakim, Commissioner SECOND: Siri Phaneendra, Student Representative AYES: Giller, Smith McDonald, Washington, Hakim, Speck, Phaneendra 8. Other Business The Commissioners provided brief informational reports about a performance held in San Ramon showcasing the city's dance classes, interest in promoting the Census 2020 public services announcement contest, the maintenance work being completed at Mape Memorial Park, the Heritage Park signage, the Senior Center Advisory Committee, and the retirement reception for Chris Foss. 9. Adjournment Being no further business, the meeting was adjourned by Cm. McDonald at 8:26 PM.
