HomeMy WebLinkAboutPC Minutes 05-26-2020PLANNING COMMISSION MINUTES Tuesday, May 26, 2020 A Regular Meeting of the Dublin Planning Commission was held on Tuesday, May 26, 2020. In keeping with the guidelines provided by the State of California and Alameda County in response to the Coronavirus (COVID-19) Outbreak, the meeting was held as an online virtual meeting hosted by Zoom Video Communications. The meeting was called to order at 7:00 PM by Commission Chairperson Thalblum. 1. Consent Calendar 3.1. Approve the Minutes of the April 28, 2020 Planning Commission Meeting RESULT: ADOPTED [UNANIMOUS] MOVED BY: Dawn Benson SECOND: Scott Mittan AYES: Janine Thalblum, Amit Kothari, Catheryn Grier Commissioner Wright was temporarily disconnected due to technical issue. 4. Written Communication -None. 5. Public Hearing 5.1 Downtown Dublin Specific Plan Amendments 2020 Amy Million, Principal Planner, made a presentation and responded to questions posed by the Commission. Commission Chairperson Thalblum open and closed the public hearing. On a motion by Commissioner Wright, seconded by Commissioner Benson, the Planning Commission took the following action: RESOLUTION NO. 20-10 RECOMMENDING THAT THE CITY COUNCIL AMEND THE DOWNTOWN DUBLIN SPECIFIC PLAN TO CREATE A NEW STREET GRID IN THE RETAIL DISTRICT, SITE A TOWN SQUARE, COMBINE THE REMAINING ALLOCATION OF NEW NOW RESIDENTIAL SQUARE FOOTAGE FROM THE TRANSIT -ORIENTED AND RETAIL DISTRICT INTO ONE POOL, ALLOW LODGING IN THE RETAIL DISTRICT, AND AMEND THE DESIGN GUIDELINES FOR THE CORE AREA OF THE RETAIL DISTRICT PLPA-2020-00009 RESULT: ADOPTED [UNANIMOUS] MOVED BY: Stephen Wright SECOND: Dawn Benson AYES: Amit Kothari, Janine Thalblum, Scott Mittan NOES: 5.2 Dublin Municipal Code Amendment to Chapter 8.128 (Authority to Administer Title 81 to Facilitate Business Operations During COVID-19 Pandemic (PLPA-2020-00021) Kristie Wheeler, Assistant Community Development Director, made a presentation and responded to questions posed by the Commission. Commission Chairperson Thalblum opened the public hearing. Kristie Wheeler responded to an anonymous question asked through Zoom. Commission Chairperson Thalblum closed the public hearing. Jordyn Bishop, City Attorney, responded to questions posed by the Commission. Other Business Stephen Wright Kristie Wheeler, Assistant Community Development Director, informed the Commission that the next Planning Commission meeting is scheduled for Tuesday, June 9, 2020, but there are no scheduled agenda items. Kristie Wheeler, Assistant Community Development Director, informed the Commission that the next City Council meeting scheduled for June 2, 2020, will also be a virtual meeting. The City Council will discuss if future meetings will continue to be virtual and the Planning Commission meetings will likely follow their lead. 9.
