Approve two percent of the preliminary construction budget for public art 2. Approve formation of a Selection Committee and authorize Staff to solicit representatives 3. Authorize Staff to negotiate a contract with an art consultant FINANCIAL STATEMENT: The estimated cost for public art for the Civic Center Library is $199,975 DESCRIPTION: Work is underway on the schematic design for the Civic Center Library. It has been suggested that public art be included in the final design of the Library. Staff has discussed the inclusion of public art with the library architect, BSA Architects and art consultant, Lynne Baer. BSA Architects has included public art in a number of their previous projects and indicate that from their experience the budget for public art is typically two percent of the construction budget. Lynne Baer has been an art consultant for a number of City public art projects including GAIA and Gail at the Civic Center, and four commissions in City Parks. Additionally she has served as an art consultant for a number of other public agencies. Her experience is that the budget for public art ranges from one to three percent of the construction budget. Both BSA Architects and Lynne Baer agree that if public art is to be included in the Civic Center Library, an artist or artists to commission the public art should be selected before the start of design development or by June 2000. An art consultant would also need to be added to the Library team in order to coordinate the art selection process. Further, community involvement is vital to the successful completion and acceptance of the artworks. The following process for commissioning of public art has been successfully used by the Dublin Fine Arts Foundation. . Appoint a Selection Committee. The Committee should consist of no more than seven individuals. Identify locations and parameters for the art in the library. The first task for the Committee would be to identify locations and parameters for the art. Potential locations might include the interior lobby, outside courtyard areas or entry plaza. Parameters include the art media, budget and timeline. o Distribute a Request for Qualifications to the art community. The Committee would then distribute a Request for Qualifications to artists most closely meeting the parameters identified. From these submissions, finalists would be chosen to be interviewed by the Committee with the goal of selecting an artist or artists to work with the architects to create a proposal for approval by the Committee. The Selection Committee's recommendations would then go to the Heritage and Cultural Arts Commission and City Council for final approval. At the last meeting of the Library Review Committee, the concept of public art was discussed. At that meeting, it was agreed that two percent of the construction budget for the project should be set aside for public art. The preliminary construction budget for the Civic Center Library for both Phase I and Phase II is $8,694,400. Two percent of the budget is $173,890. The fee for an art consultant is typically fifteen percent of the art budget. Thus, the total estimated cost to include public art in the library is $199,975. It should be noted that Public Facility Fees can not fund public art for the Civic Center Library. The public art WOuld need to be funded from the General Fund. At present, it appears that the General Fund allocation for the project is sufficient to fund public art at two percent of the preliminary budget. Staff recommends that the City Council take the following action: , . . Approve two percent of the preliminary construction budget for the Civic Center Library for public art, not to exceed $199,975 of the General Fund allocation for the project. Approve formation of a Selection Committee and authorize Staff to solicit representatives for approval by the City Council at a subsequent meeting.
