Foss, City Manager SUBJECT: Request Caltrans Update Population Signs on Freeways Prepared by: Sai Midididdi, Associate Civil Engineer (Traffic) EXECUTIVE SUMMARY: The City Council will consider requesting the California Department of Transportation (Caltrans) update the City of Dublin population on city limit signs located on freeways. STAFF RECOMMENDATION: Adopt the Resolution Requesting Caltrans Update the City of Dublin Population on City Limit Signs Located on Freeways. FINANCIAL IMPACT: There will be no cost to the City. DESCRIPTION: The estimated population of the City of Dublin is listed on signs located at th e city limits, including at four locations within the California Department of Transportation (Caltrans) freeway right-of-way. Staff recently updated the population number on city limit signs within the City of Dublin right-of-way and Staff proposes that the City Council request that Caltrans update the four freeway signs. As part of this effort Staff reached out to Caltrans. Two signs are located on I -580, one facing westbound, east of Fallon Road, and one facing eastbound, west of San Ramon Road. Two signs are also located on I-680, one facing northbound, north of the I-580 West on-ramp, and one facing southbound, south of Alcosta Boulevard. Attachment 2 shows the location of the signs. Per the Streets and Highways Code, section 101.4, Caltrans shall replace any city limit sign if all of the following conditions exist: 1. If the legislative body of a City requests the replacement. Page 2 of 2 2. If the request is based upon a substantial change of population evidenced by a special or general federal census. 3. If no previous request has been made by the city within a period of five years. The existing freeway signs show a population of 49,890 and the signs were last updated in 2014. The current population is estimated by the Department of Finance to be 64,577 as of January 1, 2019. To meet the Streets and Highways Code requirements to have Caltrans update the population on the city limit signs, a resolution by the City Council requesting the replacement or update of the signs on the freeways is required. Freeway City Limit and Population Signs Map RESOLUTION NO. __– 19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN * * * * * * * * * REQUESTING CALTRANS UPDATE THE CITY OF DUBLIN POPULATION ON CITY LIMIT SIGNS LOCATED ON FREEWAYS WHEREAS the City of Dublin has experienced a substantial increase in population since 2014; and WHEREAS, the population shown on the existing four signs located on the I-580 and I- 680 freeways have not been updated to reflect the population increase; and WHEREAS, there was no request to update the population on signs in the last five years; and WHEREAS, Streets and Highways Code, Section 101.4 requires a legislative body to request that the California Department of Transportation (Caltrans) update such signs. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin, in accordance with the Streets and Highways Code, requests that Caltrans update the population on the existing four city limit signs on I-680 and I-580 freeways. BE IT FURHTER RESOLVED, that the City Council of the City of Dublin does hereby authorize the City Manager, or designee, to submit any future request to Caltrans for installation or update of such signs on behalf of the City Council.
