Award of Contract to Frank and Son, Incorporated dba Express Sign and
Neon for the Park Wayfinding Signs Project (CIP No. PK0414 and
PK0215)

EXECUTIVE SUMMARY:
The City Council will consider approving the plans and specifications and awarding a
construction contract to Frank and Son, Incorporated, dba Express Sign and Neon for
the Park Wayfinding Signs Project (CIP No. PK0414 and PK0215). The project will
install wayfinding signs at the Heritage Park and Museums, Emerald Glen Park, and
Fallon Sports Park.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Plans and Specifications and Awarding a Contract
to Frank and Son, Incorporated, dba Express Sign and Neon for the Park Wayfinding
Signs Project (CIP Nos. PK0414 and PK0215).
FINANCIAL IMPACT:
The lowest responsive bid for construction was $142,900. A construction contingency in
the amount of $30,000 is requested for unforeseen construction issues, bringing the
total potential construction costs to $172,900. Sufficient funding is available in the
project budgets to cover the construction contract costs.
DESCRIPTION:
Staff identified a need to provide wayfinding signs to improve the user experience at
Dublin’s community parks, based on user feedback. This project will provide for the
fabrication and installation of wayfinding, informational, and regulatory signage at
Heritage Park and Museums, Emerald Glen Park and Fallon Sports Park.
The plans and specifications were completed and advertised for bids in April 2019. A
total of three sealed bids were received on May 2, 2019. A summary of the bids is
provided as Attachment 1. One bid, from Maximum Visibility Incorporated, was
submitted on an incorrect bid proposal form, did not contain the quantities or work type

solicited, and did not acknowledge two addendums issued during the bid period. As
such, their bid was deemed non-responsive. Staff recommends disqualification of
Maximum Visibility Incorporated's bid as it was incomplete and non-responsive.
Staff has reviewed the bid results, bidder qualification statemen ts, checked references
and necessary licenses, and recommends that the City Council adopt the Resolution
(Attachment 2) awarding the project construction contract to Frank and Son,
Incorporated, dba Express Sign and Neon , as the lowest responsive bidder. To
facilitate the approval of contract change orders and avoid construction delay, it is
requested that the City Manager be authorized to approve change orders up to the
contingency amount of $30,000. The Resolution will authorize this change as it relate s
to this project.
Staff expects the project to begin in early June , sign fabrication and sign delivery by
October, and sign installation to be completed by December.
This project is exempt under Section 15301 (Existing Facilities) of the CEQA
Guidelines.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

APPROVING THE PLANS AND SPECIFICATIONS AND AWARDING A CONTRACT TO FRANK
AND SON, INCORPORATED, DBA EXPRESS SIGN AND NEON FOR PARK WAYFINDING SIGNS
CIP NO. PK0414 AND PK0215
WHEREAS, the design team completed plans and specifications for the Park Wayfinding Sign s
Project CIP No. PK0414 & PK0215 (“Project”). The work includes the installation of park wayfinding signs at
Heritage Park and Museums, Fallon Sports Park, and Emerald Glen Park; and
WHEREAS, the City of Dublin did, on May 2, 2019, publicly open, examine, and declare all sealed
bids for doing the work described in the approved plans and specifications for the Project, which plans and
specifications, are hereby expressly referred to for a description of said work and for all particulars relative
to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the Public Works Director, who has recommended that the
bid hereinafter is the lowest responsive bid for doing said work.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby
approves the plans and specifications for the Project.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby award the
Contract for the Project to the lowest responsive bidder, Frank and Son, Incorporated, dba Express
Sign and Neon, at a bid of one hundred forty-two thousand, nine hundred dollars and zero cents
($142,900.00), the particulars of which bid are on file in the Office of the Public Works Director.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby authorize
the City Manager or his designee to approve the Project Contract Change Orders based on the
appropriate funds designated for the Project up to the contingency amount of thirty thousand dollars
and zero cents ($30,000.00).
BE IT FURTHER RESOLVED that the City Manager or his designee is authorized to execute
the Project Construction Agreement with Frank and Son, Incorporated, dba Express Sign and Neon.
BE IT FURTHER RESOLVED that the bid submitted by Maximum Visibility Incorporated be
determined incomplete and non-responsive.
