Report on Dublin Real Estate Market The City Council received the report from David Stark, Public Affairs Director at Bay East Association of Realtors. 3.3. Presentation from Innovation Tri-Valley The City Council received a report from Lynn Wallace Naylor, Chief Executive Officer of Innovation Tri-Valley, and Tim Sbranti, Dublin resident. DUBLIN CITY COUNCIL MINUTES 2 REGULAR MEETING MAY 7, 2019 3.4. Employee Introductions: Robert Smith and Jim Bergdoll The City Council welcomed the new Dublin Staff members. 3.5. Public Comment Kevin Fryer, Vice President at Mission Valley Properties Development, LLC, provided public comment. By consensus, the City Council agreed to hear a study session regarding AT Dublin with community dialogue. 4. Consent Calendar Cm. Kumagai pulled item 4.12 for further discussion. 4.1. Approved the minutes of the April 16, 2019 Regular and March 19, 2019 Special City Council meetings. 4.2. Presented the National Public Works Week proclamation. 4.3. Waived the reading and adopted ORDINANCE NO. 03 – 19 AMENDING THE ZONING MAP AND APPROVING A PLANNED DEVELOPMENT ZONING DISTRICT WITH A RELATED STAGE 1 AND 2 DEVELOPMENT PLAN FOR THE KAISER COMMERCIAL PROJECT PLPA 2019-00003 (APN 985-0027-019) 4.4. Written Communication – None. 6. Public Hearing – None. 7. Unfinished Business 7.1. Ordinance Amending Chapter 2.12 (Planning Commission) and Resolution Amending Bylaws and Rules of Procedure to Add Alternate Commission and Committee Member Positions Michelle McDonald, Chair of Parks and Community Services Commission, provided public comment. By consensus, the City Council made an amendment to revisions to the Municipal Code Section 2.12.040 and Article VII, Section 3 Section F of all bylaws and rules of procedure for PCSC, Hum an Services Commission and SCAC that states "In such event the first alternate shall participate as voting member during an absence or vacancy; the second alternate shall participate as a voting member if there is a second absence or vacancy at the same meeting.” The City Council requested Staff to report back in 12 months, which includes attendance data and a satisfaction survey from alternates and Chairs of the commission/committees. The City Council waived the reading and INTRODUCED the Ordinance of the City of Dublin Amending Chapter 2.12 (Planning Commission) of the Dublin Municipal Code to Add Alternate Commissioner Positions and adopted: RESOLUTION NO. 44 – 19 APPROVING AMENDMENTS TO THE BYLAWS AND RULES OF PROCEDURE OF THE HUMAN SERVICES COMMISSION, PARKS & COMMUNITY SERVICES COMMISSION, SENIOR CENTER ADVISORY COMMITTEE, AND HERITAGE & CULTURAL ARTS COMMISSION TO ADD ALTERNATE COMMISSIONER OR COMMITTEE MEMBER POSITIONS RESULT: ADOPTED AS AMENDED [3 TO 2] MOVED BY: David Haubert, Mayor SECOND: Melissa Hernandez, Vice Mayor AYES: Shawn Kumagai, David Haubert, Melissa Hernandez NAYS: Jean Josey, Arun Goel DUBLIN CITY COUNCIL MINUTES 5 REGULAR MEETING MAY 7, 2019 8. New Business 8.1. Fallon Sports Park Phase 3 Concept Design Options James Fulwiler, General Manager Dublin Soccer League, provided public comment. Suresh Reddy provided public comment. By consensus, the City Council received the presentation and directed Staff to move forward with conceptual plan C for the Fallon Sports Park Phase 3; and to study the possibility of adding conduit and lights for two of the fields; a two-story score board; and an artificial turf field. 8.2. Consideration of General Plan Amendment Study Policy By consensus, the City Council continued the item to the May 21, 2019 Regular Meeting. 9. Other Business – Brief information only reports from City Council and/or Staff, including committee reports and reports by City Council related to meetings attended at City expense (AB1234). Call to Order and Pledge of Allegiance Mayor Haubert called the meeting to order at 5:08 p.m. The pledge of allegiance was recited by the City Council, Staff, and those present at the meeting. Public Comment - None 3. Update on Covenants, Conditions & Restrictions Efforts Economic Development Director Hazel Wetherford provided a brief update on efforts to assist property owners of the Dublin Place and Dublin Plaza Center shopping centers to update and modernize their respective Covenants, Conditions and Restrictions (CC&Rs). Staff continues to work with the retail real estate consultant and City Attorney’s Office to draft new CC&Rs to present to the property owners. 4. Work Session with Urban Field Studio Assistant City Manager Linda Smith provided an introduction and background on the project. Jane Lin, with Urban Field Studio and Ryan Call with ELS Architecture + Urban Design led a work session with the City Council on possible forms and physical characteristics for a new public park or town square and their vision for the short-term and long-term plan to transform the Downtown Dublin Retail District. The City Council provided feedback on three design concepts. The three concepts were: “Dublin Square” (Concept A); “Central Park” (Concept B); and “Dublin Porch” (Concept C). There was consensus for the “Dublin Square” concept (Concept A). Urban Field will begin gathering public input on the three design concepts through an online survey and at a community meeting planned for mid-June and will provide that feedback at a future Downtown study session.
