Foss, City Manager SUBJECT: Presentation of Banners to 2018 Military Banner Program Participants Prepared by: Suzanne Iarla, Management Analyst II EXECUTIVE SUMMARY: The City Council will present 2018 Military Banner Program participants with their individual banners. The Military Banner Program honors active duty military personnel or military veterans that reside or have immediate family in the City of Dublin. STAFF RECOMMENDATION: Present individual banners to Military Banner Program participants (honoree or banner sponsor). FINANCIAL IMPACT: N/A DESCRIPTION: On January 9, 2018, the City Council adopted Resolution No. 07-18 Approving the Creation of a Military Banner Program (Program). The Program honors active duty military personnel or military veterans that reside or have immediate family in the City of Dublin. The Program allows for someone to sponsor a banner (for a fee) to honor an active duty member or veteran. The banners display a photo of the honoree, along with their name, rank and branch of service. The banners were on display between Memorial Day and Veterans Day (May - November 2018). The banners were located on City street light poles along Dougherty Road between Scarlett Drive and Amador Valley Boulevard, in the vicinity of Parks Reserve Forces Training Area. The banners were well received by the community. Totaro - U.S. Air Force Lieutenant Colonel (Veteran) Private First Class Van Bonn, U.S. Marine Corps Retired Commander Steve Vonheeder, U.S. Navy Retired Major David J. Yahiro, U.S. Army First Lieutenant Young, U.S. Army Banner sponsors and some honorees will be in attendance at the City Council meeting to receive their banners. STRATEGIC PLAN INITIATIVE: None. Walking Tour Flyer with Map of 2018 Military Banners RESOLUTION NO. 07 — 18 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING A MILITARY BANNER PROGRAM WHEREAS, the City Council desires to recognize the contributions by local military service members to our community and nation through the establishment of a Military Banner Program; and WHEREAS, the Program is intended to honor active duty military personnel or military veterans that reside in, or have immediate family in the City of Dublin; and WHEREAS, the City's street banner program helps to create a sense of place; and WHEREAS, expanding the banner program along Dougherty Road near Parks Reserve Forces Training Area (a.k.a. Camp Parks) will help to connect the community with the military base and the new Dublin Camp Parks Military History Center. NOW, THEREFORE BE IT RESOLVED the City Council of the City of Dublin does hereby approve the creation of the Military Banner Program, attached hereto as Exhibit A. PASSED, APPROVED AND ADOPTED this 9th day of January, 2018, by the following vote: AYES: Councilmembers Biddle, Goel, Gupta and Hernandez, and Mayor Haubert NOES: ABSENT: ABSTAIN: frrj Mayor ATTEST: Cf,t4 City Clerk Reso No. 07-18, Adopted 1/9/2018, Item No. 8.2 Page 1 of 1 litil PAFBOAULIN Military Banner Program THE NEW AMERICAN BACKYARD PURPOSE: To establish a Military/Veterans banner program to honor active duty military personnel or military veterans that reside in, or have immediate family in the City of Dublin. The program provides the opportunity for an active duty member, veteran or family members of either, to purchase a banner displaying a photo of the honoree, along with their name, rank and branch of service. BANNER DISPLAY: The City will display the banners between Memorial Day and Veterans Day. The Military Banners will be clustered along Dougherty Road in the vicinity of Parks Reserve Forces Training Area (a.k.a. Camp Parks). After the display period, banners can be presented to the honoree (or applicant) at a future City Council meeting or other event. In future years of the program, staff will evaluate offering the option to display the banner for a second year, at a reduced fee, based on the popularity of the program. ELIGIBILTY: The honoree must be an active duty member or military veteran (Honorably Discharged) of the United States Armed Forces. The honoree must be a current resident of Dublin or have immediate family members that reside in the city. APPLICATION PROCESS: The application form will be available online (and in hardcopy upon request). For 2018, the deadline will be Friday, March 30. Applications will be processed in the order received and upon space availability. As part of the application process, the applicant is responsible to provide: verification of military status proof of residency an official military photo of the honoree that meets the City's standards regarding size and image quality APPLICATION COST: The cost to sponsor one banner in 2018 is $230. Payment will not be collected until after the application has been approved. Roundtrip walk is approximately one mile. In early 2018, the Dublin City Council created a new street banner program to honor local veterans and active duty members of the U.S. Armed Forces. Community members sponsored individual banners honoring a service member who lives in Dublin or who has immediate family in Dublin. These banners will be on display along Dougherty Road between Memorial Day and Veterans Day 2018.
