Foss, City Manager SUBJECT: Tassajara Hills Neighborhood Park - Approval of Preferred Conceptual Design (CIP No. PK0118) Prepared by: Rosemary Alex, Parks & Facilities Development Coordinator EXECUTIVE SUMMARY: The City Council will consider approval on the Preferred Conceptual Design for the one - acre park site located in the Tassajara Hills Development. STAFF RECOMMENDATION: Approve the Preferred Conceptual Design. FINANCIAL IMPACT: On September 19, 2017, the City Council approved a Park Improvement Agreement with Toll CA III L.P., the Developer of the Tassajara Hills subdivision, to construct the Tassajara Hills Park. The Developer has agreed to fund the neighborhood park design and construction, with the cost of the improvements estimated at $1,053,000. In exchange for designing and constructing the park, the Developer will receive $777,600 in Public Facilities Fee program credits, which is based upon the park area of 1.08 acres and the per acre improvement cost in the Public Facilities Fee program. Budget for Construction: $1,053,000 Cost Estimate for Preferred Conceptual Design (inc. 10% contingency) $1,104,680 In accordance with the Park Improvement Agreement , costs in excess of the fee credit of $777,600, are not subject to reimbursement or further credit to the Developer. Final project costs will be dependent upon the construction bids received by the De veloper. There is no net financial impact to the City for the design and construction of the park. DESCRIPTION: In conjunction with the Tassajara Hills (formerly Moller Ranch) housing development, Toll CA III L.P. (Toll) is working with the City of Dublin to facilitate the design and construction of a new one-acre park. The Tassajara Hills Neighborhood Park is Page 2 of 3 included in the 2018-2023 Capital Improvement Program (CIP No. PK0118). As shown in Attachment 1, the park site is located in Tassajara Hills and is surrounded by a segment of Tassajara Creek, the future Tassajara Hills Home Owners Association pool complex, and future residential properties. The location offers sweeping views of the surrounding hills and creek corridor. Public Process On August 20, 2018, immediately prior to the Parks and Community Services Commission meeting, a public meeting was held to solicit input from interested residents on three conceptual design alternates featuring different layouts, amenities and design themes. Meeting invitations were sent to approximately 25 current residents and 155 future residents of the Tassajara Hills development. At the public meeting there were approximately 15 participants who provided input on the park design and desired amenities. At the meeting, representatives from Gates and Associates, the Developer’s Landscape Architect, presented three conceptual park designs. These included: Concept A – Connections; Concept B - Birds and Butterflies; and Concept C - Agrarian. The meeting included direct feedback on the designs along with a written survey. Input received indicated a preference for Concept B - Birds and Butterflies for both the layout and the theme as shown in the survey results (Attachment 2). In addition, the top five preferred elements included the following: 1) Play Areas 2) Picnic Areas 3) Stepped Amphitheater 4) Butterfly Garden 5) Shade Sails 6) Walking Path (tied with Shade Sails for 5th) Staff and the Landscape Architect presented the results of the public feedback including survey preferences at the August 20, 2018 , Parks and Community Services Commission (Commission) meeting. Upon receiving public input and deliberating the Commission endorsed Concept B - Birds and Butterflies. Further, the Commission recommended that the designer investigate the addition of the outdoor exercise equipment, bike path trailhead and the agrarian design themes for inclusion in the preferred conceptual design. Gates and Associates modified the conceptual park design based upon both communit y and Commission input received and provided two play equipment options for consideration. On September 17, 2018, the Preferred Conceptual Park Design was presented to the Parks and Community Services Commission. After receiving public comment, the Commission unanimously recommended approval of the design along with the butterfly themed play equipment. The Commission also recommended a modification to the play equipment to include shade over the structures. The Preferred Conceptual Park Design as shown in Attachment 3 includes the shade elements requested by the Commission. Page 3 of 3 Park Design and Construction Should the City Council approve the Preferred Conceptual Park Design, Attachment 3, the Developer’s consultant will initiate the development of construction documents. In accordance with the Park Improvement Agreement the development of the construction documents and park construction will be as follows: Prepare construction documents November 2018-March 2019 Construction to be complete Spring 2020 STRATEGIC PLAN INITIATIVE: None. NOTICING REQUIREMENTS/PUBLIC OUTREACH: A copy of the Staff report was sent to Toll CA III, L.P. and the residents (both current and future) at the Tassajara Hills residential development.
