Jordan Ranch is comprised of two properties totaling approximately 189.4 gross acres located within the west/central portion of the 1,134 acre area approved as the Fallon Village Project area. It is bounded to the north by Positano Parkway and to the west by Fallon Road. The southerly boundary of Jordan Ranch generally is located along 4 Dublin Boulevard and Central Parkway. The Jordan Ranch properties were part of an earlier annexation known as the Eastern Dublin Property Owners (EDPO) annexation area and were annexed to the City in 2002. On June 22, 2010, the City Council adopted Ordinance No. 13-10 to rezone an approximately 189-acre area known as Jordan Ranch to a Planned Development 4 Zoning District and adopted a Stage 2 Development Plan for the area. The Jordan City Council 925.833.6650 Ranch project included the development of up to 780 residential units within 6 City Manager neighborhoods. On June 19, 2012, the City Council adopted Ordinance No. 9-12, 925 833.6650 which approved a Planned Development Rezone with related Stage 1 and Stage 2 Community Development Development Plan amendments for Jordan Ranch Phase 2 specific to four subareas. 925.833 6610 Economic Development On October 20, 2015, the City Council adopted Ordinance No. 9-15, which amended 925.833.6650 the Jordan Ranch project. The amendments included a General Plan and Eastern Finance/IT Dublin Specific Plan Amendment to change the land use designation of a 4.6 acre site 925 833 6640 Fire Prevention known as Parcel H from Mixed-Use to Medium Density Residential in addition to 925.833.6606 amending the land use designation of a 3.7 acre site from Community Park to Human Resources Public/Semi-Public to allow for a future school. The Planned Development Zoning for Parcel H established a front yard living area setback of 10 feet and a front yard porch/deck setback of 10 feet. The PD Zoning also established a front yard setback of 25 feet between buildings. This setback applies when two buildings face one another. In this instance there is a paseo in-between the buildings. The applicant, TRI Pointe Homes, has requested an amendment to the Planned Development to reduce the front yard setback (for living areas and decks/porches) from 10 feet to 5 feet for lots 1 through 8, 13, and 14. Additionally, TRI Pointe Homes has requested to reduce the minimum setback between the buildings on lot 34 and 35 from 25 feet to 21 feet. ' k:"..'":':':'!Lail 11 LLI: Lots 1 through 8 front along the open space know as Parcel I. The unobstructed view of open space would not be affected by the proposed front yard setback reduction. Lot 13 and Lot 14 front onto common area landscaping. Retaining walls were constructed in this portion of the site to create flat, usable yards. The front property line was set at the face of a retaining wall. As established in the PD, the front yard setback for living areas and porches is 10 feet; however, the living area/porch of Lot 13 and Lot 14 is located 5 feet from the retaining wall, which is also the property line. The portion of lot 35 located along Drytown Avenue was pushed away from the street four feet to create room for underground utilities and drainage. This shift resulted in a reduction of the distance between the buildings on Lot 34 and Lot 35 from 25 feet to 21 feet. The attached exhibit shows the lots where setback reductions are being requested. The Public Works Department has reviewed the proposed setback modifications and determined that the reduced setbacks would not negatively impact circulation or line of sight within the neighborhood. Minor Amendment to a Planned Development (PD)Zoning District A minor amendment to an adopted PD may be approved administratively by the Community Development Director upon a finding that the amendment substantially complies with and does not materially change the provisions or intent of the adopted Planned Development Zoning District Ordinance for the site (DMC 8.32.080). Approval The Community Development Director finds that the proposed Minor Amendment to Planned Development (PD) Zoning District PLPA-2015-00045 (Ordinance No. 9-15), is in substantial compliance with, and does not materially change the provisions or intent of, PD Zoning District PLPA-2015-00045. The Director hereby approves a Minor Amendment to PD Zoning District PLPA-2015-00045 to allow a reduction in the front yard setback from 10 feet to 5 feet for lots 1 through 8, 13, and 14, and a reduction to the minimum front yard setback between the buildings on lot 34 and 35 from 25 feet to 21 feet. We are requesting an amendment to reduce the front yard setback to 5 feet (or 21 feet between buildings) for lots 1 through 8, 13, 14, 34 and 35 of the Quartz site. We feel this reduction is warranted due to the special circumstances outlined below. Lots 1 through 8 front along the open space known as Parcel I. The unobstructed view of open space would not be affected by the proposed setback reduction. Lots 13 and 14 front over 40 feet of common area landscaping to the right-of-way of Jordan Ranch Drive to the north. Due to grading constraints, the front property line is set at the face of a wall, which happens to encroach into the front yard setback requirement. Lot 35 along the proposed Drytown Avenue had to be pushed back 4 feet from the street per City request to create room for underground utilities and drainage. This caused us to reduce the front yard setback to 21 feet between buildings.
