FINANCIAL IMPACT: None. RECOMMENDATION: Approve the minutes of the January 19,2017 Special Meeting of the Heritage and Cultural Arts Commission. DESCRIPTION: The Heritage and Cultural Arts Commission will consider approval of the minutes of the January 19, 2017 Special Meeting of the Heritage and Cultural Arts Commission. '82 SPECIAL MEETING Draft Minutes CITY OF DUBLIN January 19, 2017 The January 19, 2017, Special Meeting of the Heritage and Cultural Arts Commission was called to order at 7:00 PM at the Dublin Civic Center,Dublin, California, by Chair Blackburn. Commissioners (Cm.) Present: Blackburn, Bennett, Lau, He,Szollos, Peesapati, Rawal Commissioners Absent: None. PLEDGE OF ALLEGIANCE Chair Blackburn led the Pledge of Allegiance. ORAL COMMUNICATIONS 3.1 Public Comments Mr. Richard Deets, former Heritage and Cultural Arts Commissioner, welcomed incoming Commissioners, and encouraged all of them to: visit the various pieces of art throughout the City; take advantage of City- offered trainings; and volunteer for study groups related to the Commission's mission. Mr. Steve Minniear, former Heritage and Cultural Arts Commissioner and President of the Dublin Historic Preservation Association (DHPA), welcomed incoming Commissioners and described DHPA's mission and activities. Ms. Anita Carr, former Heritage and Cultural Arts Commissioner and current Alameda County Arts Commissioner representing District 1, congratulated the new Commissioners. She stated that she will come in periodically to share news about County Arts Commission activities. 3.2 Welcome New Commissioners/Review Commission Responsibilities Ms. Tegan McLane, Cultural Arts and Heritage Manager, introduced-the new Commissioners:- Mr. Robert Bennett, Ms. Kit Lau, Mr. Tejas Peesapati and Ms. Prarthana Rawal. The new Commissioners briefly shared their backgrounds and interests in serving on the Commission. Mr. James M. Rodems, Director of Parks & Community Services,also welcomed the new Commissioners. APPROVAL OF MINUTES 4.1 Minutes of December 8,2016 Regular Meeting On a motion by Vice Chair Szollos, seconded by Cm. He, and by a vote of 7-0-0, the Commission took the following action: ACTION: Approved minutes of the December 8, 2016 Regular Meeting, as presented. WRITTEN COMMUNICATIONS—None. PUBLIC HEARING—None. H&CAC Draft Minutes—January 19,2017—Page 2 of 4 UNFINISHED BUSINESS 7.1 Cultural Arts Needs Assessment—Sixth Recommendation Ms.Tegan McLane, Cultural Arts and Heritage Manager, presented the specifics of the item as outlined in the Staff Report. Chair Blackburn provided background on the discussion from the November 2016 Commission meeting and introduced her suggestion for the sixth recommendation: "Develop a mechanism for partnership with the cultural arts community that brings together public and private resources in ongoing planning, use and implementation of cultural arts facilities and programs." Cm. Peesapati asked about Staff's concerns with the suggestion. Mr. Rodems explained that it is important to be cognizant of the City's resources and to make sure that there is clarity in this language so Staff can deliver on the recommendation. Commissioners and Staff further discussed wording and the need to add the words "communication" and "partnership" and the need to be very clear with wording regarding intent. Chair Blackburn opened the floor for Public comment. Mr. Steve Minniear provided additional perspective on discussion about this item at the previous Heritage and Cultural Arts Commission meeting. Seeing no further comment, Chair Blackburn closed Public Comment. The Commission continued in discussion regarding wording for the sixth recommendation. On a motion by Chair Blackburn, seconded by Vice Chair Szollos, and by a vote of 7-0-0,the Commission took the following action: ACTION: Recommended wording for the sixth recommendation to the Cultural Arts Needs Assessment for City Council approval to read: "Develop opportunities that encourage the formation of a partnership with the cultural arts community that brings together public and private resources in ongoing communication, planning, use and implementation of cultural arts facilities and programs." NEW BUSINESS 8.1 •Election of Officers Ms.Tegan McLane, Cultural Arts and Heritage Manager, presented the specifics of the item as outlined in the Staff Report. On a motion by Cm. He, seconded by Cm. Blackburn, and by a vote of 7-0-0, the Commission took the following action: ACTION: Elected Cm.Szollos as Chair of the Heritage and Cultural Arts Commission for 2017. On a motion by Cm. Peesapati, seconded by Cm. Lau, and by a vote of 7-0-0, the Commission took the following action: H&CAC Draft Minutes—January 19,2017—Page 3 of 4 ACTION: Elected Cm. Bennett as Vice Chair of.the Heritage and Cultural Arts Commission for 2017. 8.2 Fall Quarterly Report Ms. Laura Johnston, Recreation Supervisor, presented the specifics of the item as outlined in the Staff Report. Commissioners asked questions regarding class attendance and differences between the numbers from this year and previous years. Ms.Johnston, Ms. McLane and Mr. Rodems addressed the questions. The Commission expressed that they were pleased with the report and with an increase in classes offered and a decrease in cancellation of participants in classes. The report shows that Staff continues to be diligent about keeping class offerings relevant to the needs of the community. ACTION: The Commission received the Report. 8.3 Public Art Process Overview Ms.Tegan McLane, Cultural Arts and Heritage Manager,presented the Public Art Process Overview. Commissioners asked questions regarding art and the process of choosing art. Ms. McLane addressed the questions. The Commission expressed interest in opening art opportunities to local artists living in Dublin. • The Commission also expressed appreciation for the overview of Public Art Process. ACTION: The Commission received the Report. OTHER BUSINESS 9.1 Brief Information Only Reports from Heritage&Cultural Arts Commissioners and/or Staff Cm. Rawal spoke about an existing art competition for high school students in which her son is participating. Cm. Peesapati expressed interest in a program to solicit artwork from Dublin artists. Cm. Blackburn asked Staff how the Commission could be notified about actions regarding heritage trees. Mr. Rodems explained that the Heritage Tree Ordinance governs what can and cannot be removed, and this is enforced by the Planning Department. Cm. Bennett asked if there is any mechanism for requiring that the Commission is notified when projects affecting heritage trees are proposed. Mr. Rodems said Staff would report back on this question. Cm. Lau stated she recently visited the Cantor Museum at Stanford University. She asked about collaborations Dublin has with other cities regarding art and culture. Ms. McLane explained that Cm. Lau. could bring this up under Item 9.2, if she wished to request a Staff report on the subject. H&CAC Draft Minutes—January 19,2017—Page 4 of 4 Ms. McLane provided program, project, and event updates. 9.2 Discussion of Future Agenda Items Ms. McLane provided an overview of upcoming agenda items for the Commission. On a motion by Cm..Lau, seconded by Cm. Blackburn, and by a vote of 7-0-0, the Commission took the following action: ACTION: Request Staff to agendize a report on Dublin's efforts to collaborate with other cities regarding art and culture.
